About this opportunity

The Department of the Army Materiel Command Contracting Command Rock Island Arsenal is seeking contractors for the demilitarization, recycling, reuse, treatment, and disposal of conventional ammunition across six distinct Contract Line Item Number (CLIN) groups, including 30mm Depleted Uranium cartridges, Improved Conventional Munitions, 20mm High Explosive/Incendiary/Tracer rounds, Hexachloroethane Smoke Pots and Canisters, Flares, and MLRS Rocket Motors. The Army intends to award up to two five-year, firm-fixed-price, indefinite-delivery/indefinite-quantity (IDIQ) contracts per CLIN group to reduce single point of failure risks, with contractors required to provide all necessary materials, equipment, facilities, permits, licenses, and personnel while adhering to strict environmental and safety regulations. Open Burn and Open Detonation technologies are specifically prohibited, and contractors must submit Safety Site Plans and Ammunition Demilitarization and Disposal Plans for government approval. The evaluation will utilize a best value trade-off process considering technical approach as the most important factor, followed by past performance, price, and small business participation. Critical dates include an Industry Day held June 3-5, 2025, at Picatinny Arsenal with mandatory pre-registration by May 20, 2025, final RFP release scheduled for October 21, 2025, and proposal submissions due in December 2025.

This procurement opportunity carries no set-aside designation and is open to all qualified contractors, with the government encouraging small business participation and contemplating multiple awards to promote competition. The total quantities involved are substantial, encompassing approximately 7.8 million items across all CLIN groups, including 7,808,241 30mm cartridges, 399,548 ICM 155mm projectiles, 2,750,783 flares, and 17,500 MLRS rocket motor assemblies distributed across multiple military installations such as HWAD, MCAAP, TEAD, CAAA, BGAD, LEMC, ANMC, and PBA. Each CLIN group includes a Minimum Guaranteed Quantity (MGQ) totaling 1,528,158 units, with contractors eligible to invoice in stages: 5% upon Safety Site Plan approval, 5% upon Ammunition Demilitarization and Disposition Plan acceptance, 80% upon Certificate of Demilitarization, and 10% upon End Use Certificate/Destruction Certificate. Contractors must begin demilitarization within 18 months of contract award and complete all demilitarization activities within 12 months of material receipt, with energetic material disposition required within four months of demilitarization. The contract timeline extends through July 2026 for award, with oral presentations scheduled for January 2026 following proposal evaluations.
