About this file
This document contains a comprehensive set of questions and answers from Industry Day and pre-Industry Day discussions for the Conventional Ammunition Demilitarization (CAD) 2026 federal contract opportunity. The Q&A session covers critical details about the solicitation, including asset management, demilitarization processes, mixed lot quantities, and contract performance expectations. Key insights include the government's preference for recycling Depleted Uranium (DU), confirmation that equipment and facilities do not need to be completed at proposal time (contractors have 18 months after award to install equipment and start demilitarization), and the evaluation process for awarding new requirements when a Contract Line Item Number (CLIN) has multiple awards.
Notable technical and procedural clarifications include: mixed lot quantities are estimated around 14% for follow-on ordering periods (primarily from Crane Army Ammunition Activity), 80-90% of unit cost will be paid upon Certificate of Demil (COD), and the government will issue a contemplation letter to evaluate and determine award allocation among contractors. The document also indicates that DFARS 252.204-7021 (Cybersecurity Maturity Model Certificate) will not be included at this time, and there are currently no plans to transition successful methods or technologies into Government Owned Government Operated (GOGO) facilities.

Prior to Industry Day Questions:
Q1. Asset List for Flares – Contract Line Item Number (CLIN) 501, L434 Flare Acrft IR RR- 121 National Stock Number (NSN): 1370010736281 has the same NSN as L434 Flare Acrft IR RR-119 & RR-120 from the overall quantities list. Please confirm the Nomenclature of Flares on this Asset List.
A1. NSN 1370010736281 has a nomenclature of “FLARE ACRFT IR RR-119B” and 1370000254896 has a nomenclature of “FLARE ACRFT IR RR-119/AL”. Corrections will be made to the asset listing and the Minimum Guaranteed Quantity (MGQ) listing with the final
RFP.
Q2. Asset List for Rockeyes – CLIN 202, Department of Defense Identification Code (DODIC)s E820, E836, E837, E839 The nomenclature and quantities are the same for both the MGQ and the Overall Quantities; is the expectation that all awardees will be in receipt of different DODICs/nomenclature?
A2. Quantities of each DODIC will be split if there are multiple awardees.
Q3. How will the Federal Acquistion (FAR) 2.0 rewrite affect the Conventional Ammunition Demilitarization (CAD) 2026 RFP?
A3. At this time we do not know what impact FAR 2.0 rewrite may have on this procurement. We will not know until that rewrite is completed. There is currently no timeline available for completion.
Q4. Due to the frequency of Penta-wood packaging/pallets and the costs associated with their disposal, will there be any relief granted by the United States Government (USG) when this occurs?
A4. No.
Q5. Flowdown of Requirements- It is notated that all clauses and Contract Data Requirements List (CDRL) requirements of the solicitation and the resultant contract must be flowed down and met by all major/key subcontractors that are providing critical demil services OR whose subcontract is for any portion of the proposed price of the associated CLIN group. It goes on to define critical demil services as being limited to energetic, sensitive components, or hazardous waste stream materials. Is it expected that for services provided after Wide Area Work Flow (WAWF) acceptance and title transfer, the contractor shall require hazardous waste disposal facilities/landfills to have flow down requirements for contractor owned hazardous waste?
A5. Please refer to the Statement of Work (SOW) C.10.4 Transfer of Title.
After ownership of the asset(s) transfer from the US Government to the contractor via a Defense Contract Management Agency (DCMA) Quality Assurance Representative (QAR) accepted End Use Certificate (EUC) or (Destruction Certificate) DC, the contractor assumes complete responsibility and liability.
Q6. Group 1: Provide an estimate of the amount of "Mixed lots" that could be anticipated. Any insight or quantity from the Depots regarding potential for "Mixed lots".
A6. Based on Logistics Modernization Program (LMP), in the below table, are the mixed lot quantities for the CAD 2026 listing. There could be more, but we would not know without a full inspection of the inventory. There would be 0% mixed lot quantities on MGQ with a potential of ~14% on follow-on ordering periods heavily dependent on where the munitions are coming from, Crane Army Ammunition Activity (CAAA) being the main concentration of mixed lots.

Q7. Can the USG identify the quantity or approximate percentage of traced rounds that are a part of the Asset list for CLIN Group 1?
A7. B102 and B128 are showing as traced for CLIN group 1. B102 is a 5-1 ratio pf PGU-14/B and PGU-13/B ((5:1 (Depleted Uranium) DU to High Explosive Incendiary (HEI)). B128 is completely linked PGU-14/B.
Q8. What is the preferred disposal waste stream for DU? Is there a preference for the CLIN Group 1 DU to be recycled?
A8. The preferred primary disposition for CLIN Group 1 DU is recycling.
Industry Day Questions:
Q9. If 80/90% of the unit cost is paid at Certificate of Demil (COD), is there a negotiated point where the item is deemed “Demilitarized”?
A9: This payment will be made when the COD is signed by the contractor and DCMA and accepted in WAWF. Transfer for title will not be completed until the Government Furnished Material (GFM) is fully demilitarized IAW DODM 4160.28-M-V1 and DODM 4160.28-M-V2 (reference Section C.10.4 – Transfer of title)
Q10: Is there an advantage for favorable review of a proposal if a Public-Private Partnership (P3) exists?
A10: This is dependent on how the matrix questions are worded if going with Highest Rated Technical Offeror (HRTO). If Best Value Trade Off (BVTO) is used, having an existing P3 in place may be considered favorable due to the ability to start demil sooner than the required time.
Q11: After award, if a given CLIN has multiple awards, and there is a new requirement, how will the Government decide which company gets the award?
A11: A contemplation letter will be issued to each contractor that lays out the evaluation, this can include schedule, price, demil capacity, storage capacity, and / or past performance. This is outlined in Section H. This will also detail if the award will be made to a single offeror or split. Based on this evaluation, the award will be determined.
Q12: For the oral presentation, is it expected that the proposal evaluation team will be present, or will they be back-briefed afterward?
A12: The evaluators will be present for oral presentations.
Q13: Do you anticipate any CLINs with a small business set-aside or reserve?
A13: This will be determined after market research is completed, but at this time it is not anticipated.
Q14: In general, can the asset conditions (mixed / unidentified lots, contamination with non-asset items) be quantified up front to allow for better pricing / cost fidelity?
A14: See A6 for Group 1. We can do this for all groups. However, this is based on the information in the current Government system so we cannot guarantee this is all inclusive.
Q15: What is the plan for Inclusion (or not) of DFARS 252.204-7021, Cybersecurity Maturity Model Certificate (CMMC)? Will it be included? What CMMC Level will contractors be required to meet?
A15: At this time DFARS 252.204-7021 will not be included. This is a phased-in requirement and at this time it is not required to be added to our contracts. At this time, we do not know when this will be applicable.
Q16: Is there an intent to transition any successful methods or technologies from this contract (or the 2021 contract) into Government Owned Government Operated (GOGO) facilities at some point?
A16: Not at this time.
Q17: Does the contractor need to have 100% capital equipment installed prior to bid or can they install during the 18-month period in parallel to acquiring permits?
A17: Equipment and / or facilities do not need to be completed at time of proposal. The 18 months after award is when all equipment and / or permits need to be completed. Demil is required to be started 18 months after contract award.
