About this opportunity

The U.S. Army Corps of Engineers (USACE), Baltimore District conducted an Industry Day on July 14–15, 2026, for the Relocation of the District of Columbia National Guard (DCNG) program, with registration closing July 8, 2026 at 1600 EDT. Participation in the event does not constitute commitment to award a contract or provide competitive advantage in subsequent procurement.

The DCNG relocation encompasses approximately seven major renovation and new construction projects at the Armed Forces Retirement Home (AFRH) site in northeast Washington, DC, with total program costs estimated between $530 million and $765 million for fiscal year 2027 execution. Projects include renovation of Grant Hall ($100–$140 million), LaGarde Building ($90–$120 million), Forwood Building ($40–$60 million), and King Hall ($15–$25 million); demolition and replacement of Mess Hall ($30–$50 million) and Pipes Building ($175–$220 million); and new Barracks Building 2 construction ($80–$120 million). Future AFRH projects and six additional National Capital Region projects are planned for FY27–FY28 and beyond.

USACE is evaluating a Design-Build delivery method and may combine multiple building renovations into a single contract. The government solicited industry input on site logistics, concurrent operations risks, cost and schedule drivers, major project risks, contractor selection criteria, and value engineering opportunities. The government specifically requested recommendations on whether a Project Labor Agreement requirement would impact cost, schedule, and mitigation strategies, and whether alternative delivery methods such as Design-Build to Budget or Progressive Design-Build could incentivize cost and schedule reduction. Firms were limited to two attendees per organization; one-on-one breakout sessions prioritized firms interested in serving as prime contractor. The government posted the Industry Day slidedeck, attendee list, and questions from one-on-one sessions on July 16, 2026, and encouraged all interested parties to review materials and provide responses to inform subsequent solicitation strategy.
