BACKGROUND
The DC ARNG Armory is a multi-purpose facility that serves as the Joint Force Headquarters (JFHQ). It is located at 2001 East Capitol Street, SE, near several major landmarks, including Robert F. Kennedy Memorial Stadium to the northeast, the Stadium-Armory Metrorail Station, St. Coletta School of Greater Washington to the south, and private properties to the west.
Following passage of the DC Robert F. Kennedy (RFK) Memorial Stadium Campus Revitalization Act (H.R. 4984), the federal land surrounding RFK Stadium and the Armory was transferred from the National Park Service to the District of Columbia. The DC RFK Stadium Project Management Office, in partnership with the Washington Commanders, proposed redevelopment plans for the RFK Stadium Campus that may include the current DC ARNG Armory site.
PROJECT SITE
The AFRH in northeast Washington, D.C. is located on a 450-acre campus in the heart of the nation’s capital. The campus is surrounded by several major institutions and landmarks, including Rock Creek Cemetery, The Catholic University of America, Trinity Washington University, the Washington Veterans Affairs Medical Center, and MedStar Washington Hospital Center. Since 1851, the campus has served as a home for thousands of former enlisted service members, warrant officers, and limited duty officers. Additionally, it is also home to President Lincoln’s Cottage at the Soldiers’ Home and the Creative Minds International Public Charter School.
The project will repurpose and renovate several existing excess facilities on the AFRH campus that are currently not required to fulfill the AFRH mission. Other facilities are identified for potential demolition and replacement. Many of these buildings, along with the surrounding grounds, are historically significant and contribute to the Armed Forces Retirement Home Historic District.
The AFRH was selected as the future long-term home for the DC ARNG, which will occupy approximately 80 acres of the campus. The site will support headquarters, readiness, training, lodging, maintenance, and storage functions that are currently located at, distributed through, or dependent on the existing DC Armory.
