About this file
This document contains questions posed during one-on-one interview sessions at the DC Army National Guard (ARNG) Relocation to Armed Forces Retirement Home (AFRH) Industry Day held on July 14-15, 2026. The U.S. Army Corps of Engineers (USACE), Baltimore District is soliciting industry input on a large-scale military construction and renovation project planned for execution in fiscal years 2027 and 2028. The government is considering a Design-Build delivery method to relocate the District of Columbia National Guard to the AFRH site in Washington, DC, and potentially combining multiple building renovations into a single contract. Key areas of inquiry include site logistics and material staging capabilities; risks associated with concurrent contractor operations on the same site; cost and schedule drivers specific to current market conditions, local labor markets, and procurement lead times; identification of major project risks and mitigation strategies; evaluation criteria for contractor selection; and opportunities for value engineering without compromising facility mission capability or resilience.
The ten strategic questions also address contractor interest in large-scale military construction projects for FY27-FY28 execution; factors influencing proposal submission decisions such as project size, delivery method, acquisition strategy, and regional workload; and recommendations regarding alternative delivery methods such as Design-Build to Budget or Progressive Design-Build that could incentivize cost and schedule reduction. The government specifically seeks industry recommendations on whether a Project Labor Agreement (PLA) requirement would impact cost, schedule, and mitigation strategies. Responses to these questions are intended to inform program development and shape the subsequent solicitation strategy, though participation in the Industry Day does not constitute commitment to award or provide competitive advantage.

Project Delivery Team DC ARNG Relocation to AFRH
DC ARNG Relocation to AFRH Industry Day
Date: 14 & 15 July 2026 Time: TBD Location: AFRH
1:1 Questions
1. Site Logistics: What are your primary logistical or technical concerns regarding site access, laydown areas, security checkpoints, and material staging for a project of this scale and location?
2. Concurrent Construction: The Government anticipates multiple Contracts on-going within same area of operations. Are there any risks/concerns related to schedule, safety, site management you may have with concurrent operations by multiple contractors on the same site?
3. The government is considering combining the renovation of multiple buildings into one large contract. What advantages / disadvantages do you foresee with this approach?
4. What do you identify as the top three to five major cost and schedule drivers for this specific project type in today's market, including local labor markets and any extended procurement lead times currently impacting the construction industry? In light of these drivers, what flexibilities should USACE consider to mitigate schedule impacts, and would a requirement for a Project Labor Agreement (PLA) further impact your cost, schedule, and mitigation strategies?
5. Risk Identification: What specific elements present the greatest risk for cost and schedule growth, and what mitigation strategies would your firm employ to overcome them?
6. Delivery Method: The current intent is to utilize a Design-Build delivery method. However, the Government is interested in Industry recommendations based on the scope, complexity, and timeline of the project. What recommendations do you have for delivery methods (i.e. Design Build to Budget, Progressive Design Build, etc.) that will incentivize you to reduce project duration and control project costs?
7. Evaluation Criteria: What specific evaluation criteria would you recommend the Government use to ensure the selection of the most highly qualified and capable firm for a contract of this nature?
8. Please indicate your firm's level of interest for large-scale Military Construction / renovation projects targeted for execution in FY27 and FY28.
9. What primary factors (e.g., project size, combined scopes, delivery method, acquisition strategy, or concurrent regional workload) would influence your decision to submit a proposal?
10. Value Engineering: Where do you see the most significant opportunities for Value Engineering (VE) early in the design process without compromising the facility's mission capability or resilience?
