About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) Eastern Acquisition Division, in coordination with the Platform and Infrastructure Acquisition Division, has issued a Special Notice announcing a Virtual Industry Day for the Class C Vessels program. This notice pertains to NOAA's upcoming requirement for the design and construction of Class C research vessels specifically designed for fisheries and coastal sciences missions. The Industry Day was held electronically on August 20, 2025, and NOAA has released draft procurement documents including a Request for Proposal, Statement of Requirements, and industry questions to facilitate market research. The program involves a two-phase acquisition approach for up to three specialized research vessels with complex operational requirements including acoustic survey capabilities, trawling functionality, and extensive scientific research capabilities. This procurement falls under NAICS code 336611 (Ship Building and Repairing) and will be limited to domestic shipyards within the continental United States.
The primary objective of this Special Notice is to conduct market research and gather industry feedback on NOAA's plans to acquire three Class C vessels through a competitive procurement process. Industry responses to detailed technical and procurement questions are due by August 29, 2025, and must be limited to 10 pages for the government's market research and planning purposes. The acquisition will utilize a full and open competition limited to offerors with domestic shipyards, with a small business size standard of 1,250 employees. The program structure includes an initial 18-month Preliminary & Contract Design phase (Phase I) with firm-fixed-price contracts up to $3 million per vessel for approximately three selected firms, followed by a Detail Design and Construction phase (Phase II) where one contractor will be chosen to build up to three vessels. The vessels must meet stringent operational requirements including 235 days at sea annually, 5,500 nautical mile range, 21-day continuous operation capability, and accommodations for 35 personnel. All industry responses and communications will be treated as public information and may be posted on SAM.gov.
