About this file

This document is a Draft Statement of Requirements (SOR) for a NOAA Class C Fisheries/Coastal Sciences Vessel, detailing comprehensive technical specifications for a research ship designed to support marine resource assessment, charting, and coastal science missions. The vessel will be a steel monohull less than 90 meters long, capable of operating in coastal and deep ocean environments, with primary missions including stern trawling, fish and zooplankton sampling, acoustic surveys, and small boat launch/recovery operations. Key design requirements include a 21-day continuous deployment capability, operation through Sea State 5, a transit speed of 10 knots, a 5,500 nautical mile range, and accommodations for 35 personnel (23 crew and 12 scientists).

The specification covers extensive technical details across 600+ pages, including propulsion (integrated diesel-electric with azimuthing or single-screw configuration), scientific laboratories, handling systems, pollution control, accommodation spaces, navigation systems, and specialized equipment like trawl winches, hydrographic winches, CTD handling gear, and marine mammal observation stations. The vessel will feature advanced capabilities such as a dynamic positioning system, zero-discharge operations, comprehensive scientific instrumentation, and compliance with multiple regulatory standards including ABS, USCG, IMO, and MARPOL requirements. The draft is intended for industry review, with a virtual Industry Day scheduled for August 20, 2025, and industry responses requested by August 29, 2025.

000 GENERAL REQUIREMENTS

042 GENERAL ADMINISTRATIVE REQUIREMENTS

This Statement of Requirements (SOR) describes the performance requirements for design and construction of a Class C Fisheries/Coastal Sciences Vessel having a primary mission of assessing living marine resources (trawl capable) and a secondary capability of charting and mapping for National Oceanic and Atmospheric Administration (NOAA).
