About this file

This document is a memorandum from the Architect of the Capitol (AOC) Supplies, Services, and Material Management Division addressing questions from a virtual industry day and site walkthrough for a future Senate Food Services solicitation. The document outlines key details about an upcoming food service contract, including multiple contract models with shared risk and commission structures. Current contractors include Cups & Co for Russell Food Service and Restaurant Associates for other units, with the contract population averaging 10,000 people annually across 32 in-session and 20 out-of-session weeks.

The procurement timeline indicates the Request for Proposals (RFP) will be posted in early second quarter of fiscal year 2026, with contract award expected in summer 2027 and performance beginning in December 2027. A 90-day service overlap is planned for transition. The solicitation will cover catering, vending, and retail services across multiple units, with an estimated $15M total contract value. One current contract involves a union with a collective bargaining agreement, which may apply to the new contract(s). Weekend operations are typically limited, with carryout services open from 12-7 PM and averaging approximately $1,500 in volume.
