About this opportunity
The Naval Surface Warfare Center Philadelphia Division is seeking an Indefinite Delivery Indefinite Quantity (IDIQ) contract to supply thirteen different types of industrial gases for the Naval Foundry and Propeller Center (NFPC). The Department of the Navy requires gases ranging from standard and mixed grades of argon, helium, nitrogen, oxygen, and propane to support manufacturing fixtures, laboratory test equipment, and casting requirements. The solicitation will use a Lowest Price Technically Acceptable (LPTA) source selection method under simplified acquisition procedures, with technical acceptability determined by compliance with all contract terms and conditions. Vendors must submit their quotations by March 12, 2025, at 5:00 PM, with an anticipated contract award date of early March 2025. Key qualifications include maintaining ASQ/ANSI/ISO 9001:2015 quality management system certification and providing certificates of conformance for specific gases.
The contract initially was planned as a small business set-aside but was changed to full and open competition through Amendment 0001. The contract has a 60-month ordering period with an additional month for cylinder pickup, and a minimum guaranteed amount of $500. Maximum annual quantities vary by gas type, ranging from 10 to 2,150 units, with deliveries required within one week of order placement to three specific locations within the NFPC facility in Philadelphia, PA 19112. Vendors must provide DOT-certified cylinders and follow strict security protocols, including facility access requirements and driver identification procedures. The contract will be awarded to a single vendor capable of providing all required industrial gases, with total annual volumes potentially reaching several thousand cylinders across multiple gas types and specifications.
