About this opportunity

The Department of Defense, specifically the Army Contracting Command, is seeking a contractor to provide comprehensive operation and maintenance services for the Indo-Pacific Partners (IP2) Land Mobile Radio (LMR) infrastructure across sites in Hawaii, Japan, Okinawa, and South Korea. The contract requires maintaining the ASTRO-25 7.17.3 version land mobile radio system with a minimum system uptime of 99.9% and coverage for approximately 10,000 to 40,000 subscribers. Interested parties must submit a response by May 12, 2025, at 6:00 AM Hawaii Standard Time, including general business information, a 5-page technical capability narrative, and a work experience reference sheet. The evaluation will likely focus on technical understanding, past performance, and ability to meet stringent maintenance and cybersecurity requirements. Key contract line items include system administration, radio programming, preventative maintenance, repair services, and cybersecurity support.

The contract opportunity is currently not set aside for any specific business size, though there is potential for small business designation with the prime contractor required to perform at least 50% of the work. The contract will be structured as a firm-fixed-price, Indefinite Delivery/Indefinite Quantity (ID/IQ) agreement with a base year and four optional 12-month periods, potentially spanning up to five years and commencing around December 31, 2025. While specific award values are not explicitly stated, the comprehensive nature of the services and the broad geographic coverage suggest a significant contract opportunity. The North American Industry Classification System (NAICS) code for this procurement is 811210 for Electronic and Precision Equipment Repair and Maintenance, with a Product Service Code of J058 for Maintain and Repair Communication. The contract includes the potential for future expansion throughout the Indo-Pacific Command area of responsibility, indicating possible long-term growth opportunities for the selected contractor.
