About this opportunity

The U.S. Army Corps of Engineers Chicago District is soliciting bids for mechanical dredging services at the Indiana Harbor and Canal (IHC) in Indiana, focusing on the removal of contaminated sediment that remained after previous dredging efforts. The project requires contractors to mechanically dredge various materials including unconsolidated sedimentary materials, cemented materials, hard-digging materials, and metal content such as shavings and taconite pellets, then transport these materials via sealed hull barges to a Confined Disposal Facility (CDF) located at the upstream end of the IHC. Contractors must also hydraulically off-load the dredged sediment into CDF cells using recirculated slurry water and separate debris and unpumpable materials for mechanical placement into the CDF. A mandatory site visit was scheduled for September 15, 2025, at 10:00 AM CT in East Chicago, Indiana. All bids must be submitted through the Procurement Integrated Enterprise Environment (PIEE) system by September 29, 2025, at 11:00 AM CST, with the bid opening following at 12:00 PM CDT via Microsoft Teams.

This opportunity is designated as a 100% small business set-aside under NAICS code 237990 (Other Heavy and Civil Engineering Construction) with a size standard of $37.0 million. The estimated contract value ranges between $5 million and $10 million, with the base work including dredging of 45,000 cubic yards initially and an additional 20,000 cubic yards possible, along with placement of 1,000 tons of debris and unpumpable material in the CDF. The solicitation includes multiple optional line items for additional mechanical dredging ranging from 5,000 to 10,000 cubic yards and corresponding debris placement options ranging from 2,000 to 10,000 tons. The contract performance period extends from October 10, 2025, to December 31, 2026, providing 465 calendar days to complete the work. The primary place of performance is located at 3500 Indianapolis Boulevard, East Chicago, Indiana 46312, where contractors will conduct the dredging operations in the Indiana Harbor and Canal system.
