About this file

This is a Solicitation Amendment for a small business set-aside dredging project for the U.S. Army Corps of Engineers Chicago District. The project involves mechanically dredging contaminated sediment from the Indiana Harbor and Canal (IHC) and transporting it via sealed hull barges to a Confined Disposal Facility (CDF) site. The primary objectives include removing remaining sedimentary materials from previous dredging efforts, including unconsolidated materials, cemented material, and metal-containing content like shavings and taconite pellets.

The solicitation is classified under NAICS code 237990 with a $37.0M size standard, and the estimated project price range is between $5-10 million. Bids are due on September 29, 2025, at 11:00 AM CST, with a virtual bid opening at 12:00 PM CDT via Microsoft Teams. The contract includes a base period and multiple option line items for additional dredging and material placement, with a performance period from October 10, 2025, to December 31, 2026. Contractors must submit bids through the Procurement Integrated Enterprise Environment (PIEE) system and attend a mandatory pre-bid meeting on September 15, 2025, at 10:00 AM CT in East Chicago, Indiana.
