About this opportunity
The Naval Facilities Engineering Command (NAVFAC) is seeking multi-discipline Architect-Engineer services for Air Installations Compatible Use Zones (AICUZ) and Range Air Installations Compatible Use Zones (RAICUZ) studies, along with encroachment management and readiness sustainment services. The work will primarily be performed in the Continental United States but may extend worldwide. Prospective contractors must demonstrate capabilities in AICUZ/RAICUZ studies, aircraft and weapons noise analysis, airfield and range safety assessments, encroachment action planning, and compatibility program outreach. Qualifications must include at least 20 full-time personnel across relevant disciplines such as project managers, environmental engineers, land use planners, GIS specialists, and military operations specialists, with experience in the required service areas. The government is accepting a capabilities questionnaire and project information form by January 9, 2026, at 2:00 PM ET, and interested parties should note that large businesses are excluded from consideration while small business designations (8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned, and Economically Disadvantaged Women-Owned Small Businesses) are preferred.
This Indefinite Delivery/Indefinite Quantity (IDIQ) contract has no set-aside designation but explicitly targets small businesses, with no incumbent contractors identified in the pre-solicitation materials. The contract is valued at an anticipated maximum of $15 million over a five-year performance period consisting of a one-year base period and four one-year options. The government anticipates awarding task orders with potential for up to five simultaneous projects totaling $10 million annually, with individual task orders potentially reaching $750,000 each. Contractors may respond as sole contractors, prime contractors, joint ventures, or subcontractors, allowing flexibility in partnership arrangements. The pre-solicitation process represents market research by NAVFAC to identify qualified firms prior to formal solicitation, and the government reserves the right to cancel the acquisition at any time.
