About this opportunity

The U.S. Army Corps of Engineers (USACE), Japan District is soliciting Architect-Engineer (A-E) services for the preparation of criteria packages supporting Japan Host Nation funded construction projects across U.S. Military Installations throughout Japan. The primary objective is to measure the A-E community's level of interest and develop an appropriate acquisition strategy for these services. Firms are required to submit 15-page responses by September 15, 2025, addressing their capability to perform the work, past project experience within the past six years, proposed team structure and approach, and responses to specific inquiries regarding concurrent project capacity, partnership interests, and cybersecurity certifications. The solicitation does not explicitly detail a formal evaluation criteria, though responses will be assessed based on demonstrated capabilities, relevant experience, and proposed execution methodologies. It is important to note that this announcement is explicitly a Request for Information and does not constitute a commitment to procurement or guarantee a future solicitation.

This opportunity carries no set-aside designation and no incumbent contractor information is provided in the pre-solicitation notice. The award value or budget range is not disclosed in the available documentation, and the notice does not specify a fixed timeline for service delivery or project completion schedules. Respondents should anticipate that this will likely result in multiple indefinite delivery contracts being awarded to qualified firms rather than a single contract award. The solicitation indicates that interested firms should be prepared to address their capacity to work with both U.S. and Japanese subcontractors and articulate potential joint venture arrangements. Firms are instructed to submit responses via email to the contracting officer, Michael Morris, or secondary contact Thomas Hartman, with the solicitation number W912HV-25-Z-0014.
