About this opportunity
The Department of the Interior National Park Service Northeast Region seeks replacement of duplex vertical multistage variable-speed booster pump systems at Independence National Historical Park in Philadelphia, Pennsylvania, with proposals due September 24 at 9:00 AM. This is a 100% Total Small Business set-aside; only small business concerns may submit offers.
Place of performance is Philadelphia, Pennsylvania, at two locations: the Merchants' Exchange Building (143 S. 3rd Street) and the Second Bank of the United States (420 Chestnut Street). The contractor must remove and replace domestic water booster pump systems with new duplex vertical multistage variable-speed equipment featuring integrated VFDs, PLC-based controls, and stainless steel wetted parts. Minimum specifications include 200 GPM capacity per system, discharge pressure of 60–90 PSI, high-efficiency TEFC motors, automatic lead/lag rotation, pressure transducers, and flow sensing for automatic speed control. The contractor must maintain continuous domestic water service during normal business hours through sequential replacement and provide temporary bypass equipment if existing systems cannot safely operate.
The contract performance period runs from October 15, 2026, through February 15, 2027, with delivery required by February 15, 2027. An option to extend services for up to six months is available under FAR 52.217-8. The Government anticipates awarding a single firm-fixed-price contract using the Lowest Price Technically Acceptable evaluation process per FAR 12.203. NAICS code 238220, Plumbing, Heating, and Air-Conditioning Contractors, applies, with a small business size standard of 19 million dollars. Prevailing wage rates under Wage Determination 2015-4233 Rev. 38 apply. Technical questions were due September 14; Amendment 0001 extended the proposal deadline and provided pump identification photographs via Attachment 4. The COR for site visits is Ricardo Nieves at ricardo_nieves@nps.gov.
