SECTION C – DESCRIPTION/SPECIFICATION/REQUIREMENTS

C.0 NATIONAL PARK SERVICE

The National Park Service (NPS) is a bureau of the U.S. Department of the Interior (DOI) that has been entrusted with the care of our national parks since 1916. The National Park System currently has 433 units (often referred to as parks), covering more than 85 million acres in all 50 states, the District of Columbia, and US territories.

The NPS also has more than 150 related areas that are linked in importance and purpose to places managed directly by the National Park Service by preserving important segments of the nation's natural and cultural heritage. They are designated by acts of Congress or by the Secretary of the Interior (affiliated areas). The majority of related areas are not units of the National Park Service and are managed by other government agencies or non-government organizations and landowners.

The National Park Service is involved in related areas by directly managing the entire or sections of a related area, or by providing technical or financial assistance.

The NPS preserves unimpaired natural and cultural resources, and values of the National Park System for the enjoyment, education, and inspiration of this and future generations. The NPS cooperates with partners to extend the benefits of natural and cultural resource conservation and outdoor recreation throughout this country and the world.

The NPS – Business Service Contracting Division (BSCD) – Contracting Operations – Northeast Region – Philadephia MABO. The NPS – BSCD-Northeast issues contracts through the Federal Acquisition Regulation’s (FAR) for supplies, services, construction, A&E for Northeast Regional Parks only.

C.1 INDEPENDENCE NATIONAL HISTORICAL PARK (INDE)

Independent National Historical Park (INDE) is a park that represents the founding ideals of the nation and preserves national and international symbols of freedom and democracy, located in Philadelphia, PA. INDE is the home of the Liberty Bell Center, which houses the famous Liberty Bell. The Liberty Bell cracked with its first ring and later became a symbol of liberty in the 19th century.

INDE is also home to Independence Square, which includes the notable Independence Hall and Congress Hall. Congress Hall was the home to the U.S. Congress from 1790 to 1800 when Philadelphia served as the temporary capital of the United States. Independence Hall, is the location where both The Declaration of Independence and US Constitution were debated and signed and is also designated as a UNESCO World Heritage Site.

Besides the two most notable structures stated above, you can visit the Old City Hall which was the home to the Supreme Court from 1791-1800, the Merchants’ Exchange Building, Franklin Court Sites, Declaration House where Thomas Jefferson drafted the Declaration of Independence and Washington Square to name a few. INDE also includes several gardens that you can walk through and enjoy, including the 18th Century Garden, Rose Garden, Magnolia Garden and the Benjamin Rush Garden. For more information, please visits INDE’s website at: https://www.nps.gov/inde/index.htm

• Coordinate with the government Contracting Officer Representative (COR) to ensure work minimizes disruption to building operations.

• Protect all adjacent finishes, surfaces, and historic elements during the work.

C.2.3.2 Temporary Domestic Water Service & Outage Control To minimize disruption to building operations and visitors:

• Maintain continuous domestic water service during normal public/business hours.

• Employ sequential replacement: keep one existing pump/system online while installing and proving the first new pump; then switch over and replace the second. If existing equipment condition prevents safe operation, provide a temporary booster/bypass skid. (Directly addresses the question about expectations for temporary service.)

• Outages: Limit to off-hours or approved windows; minimum 72-hour notice to COR for any planned shutdown affecting water service.

• Include backflow protection continuity and safe isolation procedures in the plan.

C.2.3.3 Removal & Disposal

• Safely disconnect, isolate, and remove existing pumps, piping, valves, and controls necessary for replacement.

• Cap and secure utilities during demolition to prevent leaks/damage.

• Off-site disposal of all debris in compliance with federal, state, and local environmental regulations. No use of government waste bins/dumpsters.

• Submit a Waste Management Report (WMR) documenting waste streams, quantities, destinations, and recycling rates. A standard WMR template is provided in Appendix A

C.2.3.4 Installation of New Equipment A. Provide and install two (2) duplex vertical multistage variable speed booster pump systems (one at each building) including all associated equipment. Minimum specifications:

• Configuration: Duplex (2 pumps per system)

C.2.3.5 Testing, Commissioning & Training

• Commissioning Approach: Contractor-led commissioning witnessed by COR/third-party commissioning is required.

• Baseline Measurements (pre-demolition): Record static and dynamic pressures at suction & discharge, and— where feasible—flow and pump status under typical load. Document current control setpoints/logic.

• Functional Tests (post-installation):

o Verify phase rotation, vibration, and alignment.

o Pressure Performance: Maintain ≥60 PSI at building distribution under normal demand; demonstrate stable control (±3 PSI band) across typical flow range with one pump running and with lead/lag rotation.

o Flow Capability: Demonstrate design flow (up to 200 GPM) within the 60–90 PSI discharge range (using calibrated instrumentation or temporary flow meter).

o Controls & Safety: Lead/lag alternation; auto changeover on fault; alarm annunciation; emergency stop;

relief valve operation; low-suction and high-pressure protection.

o Reliability Test: 2-hour continuous run under simulated demand; capture trend logs (pressures, speeds, lead/lag state).

• Documentation: Provide a Commissioning Report with test procedures, data sheets, calibrated instrument certificates, setpoints, alarm/fault matrix, and final control narrative.

• Training: Conduct on-site training (min. 2 hours per site) for NPS staff covering operation, routine maintenance, troubleshooting, and safety. Provide quick-reference schematics.

C.2.3.6 Documentation & Closeout

• As-built drawings (PDF + native CAD) updated to reflect final installations.
