About this opportunity
The Missile Defense Agency (MDA) has issued a Special Notice announcing its intent to increase the contract ceiling for an existing contract with Raytheon, a Raytheon Technologies Business (RTX), related to Sustaining Engineering and Product Support for Standard Missile-3 Block IA, IB, and IIA All Up Round Missiles. The notice, posted on January 14, 2025, with a response deadline of February 4, 2025, indicates the agency's plan to negotiate with Raytheon as the sole source for these technical services. Market research has determined that Raytheon is the only contractor possessing the necessary in-depth technical knowledge and specialized expertise required to perform the complex and highly technical work within the mandated timeframes. The contract action is being pursued under FAR 6.302-1(a)(2)(iii), which allows for single-source procurement in specific circumstances.
The primary objective of this Special Notice is to ensure continuity of critical missile defense work by increasing the contract ceiling without changing the existing contract's performance period. The scope of work encompasses a wide range of technical activities, including engineering baseline development, obsolescence mitigation, cybersecurity, flight test activities, service life evaluation, production rate capability studies, and support for Defense of Guam and Foreign Military Sales initiatives. Raytheon was selected based on its unique capabilities in Standard Missile-3 Block missile technologies, with the government determining that no other contractor could achieve the required expertise without introducing unacceptable delays and risks to the agency's capability enhancement objectives. The notice explicitly states that this is not a competitive proposal request, and no formal solicitation package is available. Companies interested in subcontracting opportunities are advised to contact RTX directly. The notice carries a Distribution Statement A, indicating approval for public release with unlimited distribution.
Notice text
Notice of Proposed Contract Action to Increase Contract Ceiling
The Missile Defense Agency (MDA) intends to award a contract action to increase the ceiling of the contract in order to accommodate the MDA’s increased need for the services currently being performed under the existing contract. There will be no change to the contract period of performance.
The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(iii) for the performance of complex and highly technical Sustaining Engineering and Product Support (SE&PS) services for Standard Missile (SM)-3 Block (BLK) IA, SM-3 BLK IB, and SM-3 BLK IIA All Up Round Missiles. This will include technical baseline engineering, obsolescence mitigation, cybersecurity, flight test activities, service life evaluation, production rate capability studies, transition to production, special projects, spares, sustainment, Defense of Guam, and Foreign Military Sales activities.
Market Research indicates that Raytheon, a Raytheon Technologies Business (RTX), represents the only source having the requisite in-depth technical knowledge of SM-3 BLK IA, IB, and IIA missiles and specialized technical expertise that is required to fully accomplish the scope of work contemplated herein within mandated timeframes. Further, the required level of expertise cannot be attained by any other contractor within the anticipated period of performance for this effort without MDA incurring unacceptable delays and risk to the Agency's ability to accomplish mandated MDS-related capability enhancements. This contract action would ensure continuity of critical work until such time that this requirement can be procured competitively.
A determination by the government not to compete this proposed contract action is solely within the discretion of the government. This notice of intent is not a request for competitive proposals. No formal solicitation package is available. Companies interested in subcontracting opportunities should contact RTX directly.
DISTRIBUTION STATEMENT A. Approved for public release; distribution is unlimited.
