About this opportunity

The Centers for Disease Control and Prevention (CDC), operating under the Department of Health and Human Services, has issued a Special Notice regarding the procurement of InBios DENV Detect IgM Capture Elisa Kit reagents. This notice indicates the CDC's intent to award a sole source, firm fixed price purchase order to InBios International, Inc., without conducting a competitive procurement. The award is being made under the authority of Revolutionary FAR Overhaul 6.103-1 (Sole Source Authority for Purchases). The product in question is classified under NAICS code 325413 (In-Vitro Diagnostic Substance Manufacturing) and PSC code 6550 (In Vitro Diagnostic Substances, Reagents, Test Kits And Sets). This Special Notice was posted on March 12, 2026, and represents the CDC's official notification of its contracting intention.

The primary objective of this procurement is to obtain specialized diagnostic reagents for the CDC's ongoing dengue virus (DENV) surveillance program at the Dengue Branch Diagnostic Laboratory. The InBios DENV Detect IgM Capture Elisa Kit is the sole FDA-approved serology test for dengue diagnosis, justifying the sole source award. Interested contractors have until March 27, 2026, at 5:00 PM EST to submit quotations or responses via email to the contract specialist at qsx8@cdc.gov. Although this is not a competitive solicitation, all responses received within 15 days of the notice's issuance will be considered by the government for evaluation purposes. The government retains sole discretion in determining whether to proceed with the sole source award or initiate a competitive procurement based on received responses. While no formal set-asides have been designated, interested parties in diagnostic reagent manufacturing are encouraged to respond.
