About this opportunity

The Department of the Army National Guard seeks a Junior Leadership Development Training Program for the Indiana Army National Guard's Recruiting and Retention Battalion, with quotes due August 21, 2026. The procurement is a 100% small business set-aside under FAR 19.502-2(b), restricting competition to small businesses only.

Place of performance is Indianapolis, Indiana. The contract is firm-fixed-price with a base period of September 29, 2026 through September 28, 2027, plus two optional one-year extension periods. The contractor must provide all personnel, equipment, tools, materials, supervision, and quality control to deliver structured leadership development training to a single continuous cohort of up to 25 participants. Required deliverables include a statewide Indiana market analysis with regional recruiting zone granularity, a business structure audit of the battalion's leadership framework, recruiter and junior leader interviews, and a Junior Leadership Development Training Program comprising four quarterly half-day in-person sessions, four quarterly two-day in-person leadership courses, and twelve monthly one-hour virtual sessions annually. All in-person training must occur on weekdays in the greater Indianapolis metropolitan area and cannot be scheduled consecutively. Instructors must demonstrate professional competency in adult education and leadership development; state teaching licenses and prior military service are highly preferred but not mandatory. The contractor is responsible for sourcing training facilities and developing custom curriculum; the government will host virtual platforms and manage participant travel, lodging, meals, and per diem. Contractor travel costs are reimbursed at actual cost under a separate Not-to-Exceed travel CLIN per Federal Joint Travel Regulations. No Common Access Card is required. The NAICS code is 611430, Professional and Management Development Training; PSC is U008, Education/Training: Training/Curriculum Development. Award will be made on best-value basis, evaluating technical capability, past performance, and price. The government intends to award without discussions but reserves the right to conduct discussions if necessary.
