About this opportunity
The U.S. Fish and Wildlife Service seeks genomic assessment services for the endangered Indiana bat, with quotes due July 29, 2026, at 3:00 PM Central Time. The acquisition is unrestricted but designated for women-owned small businesses (WOSB).
Place of performance is the contractor's genetics and laboratory facility, with work performed from October 1, 2026, through December 31, 2027. The Indiana Ecological Services Field Office in Bloomington, Indiana, administers the project.
The contractor must possess documented experience preparing, extracting, and sequencing DNA from small biological samples using RADseq techniques or similar approaches, and must demonstrate competency reporting, archiving, and documenting analytical procedures consistent with scientific best practices. Amendment 0001 (effective July 27, 2026) specifies that previously processed samples using ddRADseq methodology will be shared with the awarded contractor. Offerors must propose sequencing approaches compatible with the existing dataset—either the same ddRADseq methodology or alternatives such as Whole Genome Sequencing provided resulting data maps to the same reference genome. Low-coverage sequencing will not be accepted.
The contractor will analyze approximately 200–400 Indiana bat tissue or DNA samples (wing punches) collected throughout the bat's range. Deliverables include a DNA extraction and quality control report (due December 31, 2026), raw sequence data in FASTQ format uploaded to a secure repository (due April 31, 2027), and a final technical report in peer-reviewed manuscript format with processed data, scripts, and metadata (due December 31, 2027). All raw sequence data must be archived in the NCBI Sequence Read Archive, with filtered variant call format files and metadata uploaded to Dryad or equivalent public repository.
The NAICS code is 541380, Testing Laboratories. Evaluation uses trade-off analysis weighing technical approach, technical experience, past performance (assessed via CPARS), and price. Contracting Officer Dana Arnold is reachable at 703-468-8289 or dana_arnold@ios.doi.gov. Quotes must be submitted via email as a single PDF file including completed SF 1449, company information with SAM.gov UEI, and signed copies of solicitation amendments. Electronic invoicing is required through the Department of Treasury's Invoice Processing Platform.
