United States Coast Guard Surface Forces Logistics Center requires Original Equipment Manufacturer (OEM) in-haul winch hydraulic motor overhauls with the option to procure new Original Equipment Manufacturer (OEM) in-haul winch hydraulic motors for WLM 175 and WLB 225 Buoy Tenders and WLBB 240 foot Great Lakes Icebreaker class vessels. The contractor is responsible for inspections, reports, personnel, overhauls, scrapping material, providing new motors as required.

Amendment A00003: Change 4 dated 04/01/2016 Spec R-573-2020 Specification for the Purchase and Overhaul of In-Haul Winch Hydraulic Motors replaces R-573-2020. Changes were made to paragraphs 1.1, 3.2.4 I, 3.2.5, 3.6.1, 3.6.2,4.7, 5.2.1, Appendix A: B testing, C Data Plate, and F.
Revision No G Change No.1, Bar Coding for US Coast Guard SLFC Material D-000-0100 has been added as an Change 4 dated 04/01/2016 Spec R-573-2020 Specification for the Purchase and Overhaul of In-Haul Winch Hydraulic Motors replaces R-573-2020. Amendement A00001 issued 03/21/16 to update specification. Specification and amendment A00001 are attached.
This requirement is to open, inspect, overhaul, repair and procure (optional) in-haul hydraulic winch motors used onboard the Keeper Class, 175 foot Coastal Buoy Tender's (WLM) and the 225 foot Seagoing Buoy Tender's (WLB) and the 240 foot Great Lakes Ice Breaker in accordance with Specification number R-573-2020.
Period of Performance is anticipated to be the following if all option years are exercised:
Base Year: 12 months
Option Year One: 12 months
Option Year Two: 12 months
Option Year Three: 12 months
Option Year Four: 12 months
The Contractor shall provide all personnel, labor, materials, parts, tools, test equipment, test fittings, supplies, consumables, and equipment to accomplish the following: conducting inspections, reports, calibrations, disassembly and assembly, overhauls, and tests (pre-operational and operational), packaging and associated reports on a recurring basis throughout the contract period and any option years exercised under the contract. The Coast Guard has determined, consistent with 13.501(a) (1) (ii), that there is only one responsible source and no other supplies or services will satisfy agency requirements. The statutory authority permitting other than full and open competition is 41 U.S.C. 1901, as implemented as FAR Part 13.5, Test Program for Certain Commercial Items. The Original Equipment Manufacturer (OEM) is MacTaggart, Scott and Company, Ltd. Technical data necessary for performance is proprietary to the OEM. Justification for Other Than Full and Open Competition is attached.
