SPECIFICATION FOR THE PURCHASE AND OVERHAUL OF

IN-HAUL WINCH HYDRAULIC MOTORS USED ON

WLM-175, WLB-225 AND WLBB-240 CLASS CUTTERS

1.0 SCOPE: This specification defines the requirements for inspection, overhaul, testing, painting, preservation, packaging and marking of the In-haul winch hydraulic motors used on USCG WLM-175, WLB-225 and WLBB-240 Class Cutters.

1.1 Government Furnished Property (GFP).

a. MOTOR, HYDRAULIC, PART NUMBER: HMB4.0A-A04-A01-038, NATIONAL STOCK NUMBER: 4320-01-445-2248

1.2 Government Furnished Material (GFM):

The government reserves the right to provide, at its option, assemblies, subassemblies, parts, or its like at any time during the life of the contract.

2.0 APPLICABLE DOCUMENTS:

2.1 General-The following specifications and standards form a part of this specification to the extent specified herein. Unless otherwise specified, the documents listed here by number and date shall be those in the current Department of Defense Index of Specifications and Standards (DODISS) and supplements thereto.

2.2 GOVERNMENT DOCUMENTS:

2.6 SPECIFICATION ORDER OF PREFERENCE- In the event of a conflict between the text of this specification and the references cited herein, this specification shall take precedence.

3.0 REQUIREMENTS:

3.1 GENERAL- The overhaul requirements described herein are the minimum necessary and are not intended to replace any procedures, controls, examinations or tests normally employed by the contractor to ensure quality of the product. Inspection, repair, and testing shall be performed by an authorized MacTaggart Scott repair facility.

3.2 PRELIMINARY INSPECTION- Preliminary disassembly and inspection shall be conducted to evaluate needed repairs.

3.2.1 Upon receipt of the hydraulic motor, the contractor shall note the condition of the shipping container and its contents. Any damage shall be included in an inspection report and immediately reported to the Contracting Officer.

3.2.2 The hydraulic motor received by the Contractor must be complete and match the above referenced part number configuration, including the drive pinion gear.. Discrepancies shall be reported to the Coast Guard Contracting Officer.

3.2.3 Each motor received shall be completely disassembled. All contingent components shall be cleaned and inspected for abnormal wear or damage. If the inspection of any part is deemed questionable, contact the OEM for further guidance.

3.2.4 Upon completion of the inspections, the contractor shall develop an individual written inspection report that shall include but is not limited to the following information for each motor received:

a. Letterhead of Contractor.

b. Date motor was received.

c. Model number.

d. Serial Number.

e. Container condition.

f. Signature of person performing inspection.

g. Disassembly and inspection findings summary.

h. A separate list of all parts required to complete the overhaul. This shall include part numbers, quantities and parts priced individually.

i. Cost to repair or replace the existing shipping container, if needed.

j. Labor required to complete overhaul.

k. Total cost to complete overhaul.

3.2.5 The completed Receiving Inspection Report with cost to repair shall be submitted to the Contracting Officer within 14 calendar days of receipt of the motor.

3.2.6 Authority to Proceed: The contractor shall not begin any repair or component/part replacement until authorized in writing by the Contracting Officer. The authorization will give specific guidance on what type of work to proceed with, which may include, but not limited to; (a) repair, reassembly, and test of the motor as a ready to operate repaired assembly as detailed in the contractor inspection report. (b) Disposal of any motor deemed non-repairable as determined by the Contracting Officer.

3.2.7 Disposal of non-repairable motors: If any motor is deemed by the Contracting Officer to be beyond economical repair (BER), the Contractor shall scrap the material locally and submit a completed Standard Form SF-1424 (Inventory Disposal Report) to the Contracting Officer within 30 days of the BER determination.

3.2.8 – Option to Purchase New: The Government reserves the right to not proceed with the repair of any given motor. The Government also reserves the right to purchase a new replacement in lieu of repair or as required to maintain adequate warehouse stocking levels. Appendix – A will then apply.

3.3 OVERHAUL REQUIREMENTS- Upon the acceptance of the Inspection Report and authorization to proceed by the Contracting Officer, each motor shall be overhauled as follows:

3.3.1 All replacement parts used in overhaul shall be genuine MacTaggart parts.

3.3.2 Each overhauled motor assembly shall be restored to the performance standards of an identical new motor assembly.

3.3.3 Each overhaul shall include assembly and cleaning of all parts of contaminants including but not limited to dirt, grease, oil and paint.

a. All gaskets, seals, and parts worn or damaged beyond manufacturer’s tolerances shall be replaced.

b. All moving parts shall be thoroughly inspected, cleaned and lubricated prior to installation.

c. Each motor shall be assembled by a certified MacTaggart Scott factory trained service technician to insure that all OEM clearances, procedures, calibrations, and torque values are applied.

3.4 SURFACE PREPARATION- The existing exterior paint shall be removed by necessary means and grit blasted to achieve a surface profile suitable for the paint application. The contractor shall ensure that all surfaces to be painted are clean and free from all contaminants, including but not limited to oil, grease, corrosion, dirt and water.

3.5

PAINT APPLICATION:

3.5.1 All non-painted surfaces or openings shall be protected by masking or capping to protect them from being painted. The surface shall be cleaned prior to paint application in accordance with the paint manufactures recommendations.

3.5.2 Paint application shall be applied as follows:

a. 1 coat, 5-6 mils, dry film thickness, high build epoxy.

b. 1 coat (2nd Application), 5-6 mils, dry film thickness, high build epoxy.

c. 1 top coat, 2-3 mils, dry film thickness, MIL-PRF-24635 Silicone Alkyd, Type II, Class 1, color: SPAR (10371) to FED STD 595.

3.5.3 Paint application and drying time between coats shall be in accordance with the paint manufacturer’s instructions.

3.5.4 The paint dry film thickness (DFT) shall be verified in the presence of a

Quality Assurance representative by the use of a certified thickness gage.

3.6 FINAL TEST AND INSPECTION - Each motor shall be tested at an authorized MacTaggart Scott test facility.

3.6.1 The Contractor shall perform OEM standard tests to assure maximum design performance. Contractor shall provide certifications of successful performance tests. One certification shall be placed in the box with each motor and a copy for each motor shall be forwarded to the Coast Guard Contracting Officer.

3.6.2 In the absence of OEM standard test procedures, the following shall be accomplished at a minimum:

a. Fill the casing with clean system fluid using the highest convenient case drain connection.

b. Pressure test the motor casing to 5 Bar (75 psi) to check for leaks. A relief valve shall be provided in the circuit to prevent over pressurizing the motor casing during this test.

c. To flush the motor, connect the motor supply and return connections to a suitable flushing rig in a closed loop circuit. Run the motor at 1 to 2 RPM until the required filtration level is achieved. Disconnect from the flushing rig and blank off the supply and return connections.

d. To flush the casing, connect any two case drain connections to a suitable flushing rig in a closed loop circuit, pass fluid through the casing until the required filtration level is achieved. Disconnect from the flushing rig and blank off the supply and return connections.

e. Running-in. Connect the motor to a suitable, clean hydraulic system and run at speeds not higher than 50% of its rated speed and at a pressure not exceeding 70 Bar (1000 PSI) for a period of 15 minutes. During this period a general check should be made for leaks and correct operation of the motor.

3.7 NOTIFICATIONS AND INSPECTIONS- The contractor shall be responsible for notifying the Contracting Officer at least sixty (60) calendar days prior to all inspections or testing required herein.

4.0

QUALITY ASSURANCE:

4.1 RESPONSIBILITY FOR INSPECTION - The Contractor shall be responsible for the performance of all inspection requirements specified herein. The Contractor shall provide space, personnel and test equipment for the conduct of all inspection requirements. All inspection and testing shall be performed at the Contractor’s plant or at other facilities acceptable to the Coast Guard. The Coast Guard reserves the right to verify or have performed any of the inspections set forth in this specification where such inspections are deemed necessary to assure that supplies and services conform to the prescribed requirements. The Contractor shall notify the Contracting Officer of the scheduled commencement of any inspections required by this specification.

4.2 RESPONSIBILITY FOR COMPLIANCE- All items shall meet the requirements of sections 3 and 5. The inspections set forth in this specification shall become part of the contractor’s overall inspection system or quality program. The absence of any inspection requirements in this specification shall not relieve the contractor of the responsibility of assuring that all products or services submitted to the government for acceptance comply with all requirements of the contract. Sampling for quality conformance does not authorize submission of known defective material (either indicated or actual) nor does it commit the government to acceptance of defective material.

4.3 RECORDS - The Contractor shall maintain a record of all inspections and tests. At a minimum the records shall indicate the nature and number of observations made, the number and type of deficiencies found, and the corrective action taken.

4.4 INSPECTION SYSTEM: The Contractor shall maintain an inspection system, which shall ensure that each item offered to the Coast Guard for acceptance or approval conforms to the contract requirements. The inspection system shall be in accordance with ANSI/ASQ-9001 or ISO 9001. The system shall be documented and available for review by the Coast Guard inspector.

4.5 CALIBRATION SYSTEM - The Contractor, as well as any subcontractors, shall be required to maintain a test equipment calibration program in compliance with ANSI/NCSL Z540-3 (2006 edition) during the existence of this contract. The program shall be documented and traceable to the National Institute of Standards (NIST).

4.5.1 The calibration system records shall be maintained for inspection for the duration of any contract referencing this specification. These records shall be available for review by any Coast Guard government representative.

4.6 FAILURE RESPONSIBILITY- If a motor fails to pass any inspection or test, the Contractor shall report the failure and their recommended corrective action to the Contracting Officer. If approved, the corrective action on the materials or processes shall be taken in accordance with this section.

a. The Contracting Officer reserves the right to totally reject any failed motor without considering any suggested corrective action.

4.6.1 The inspection/test shall be discontinued until all corrective action has been taken.

4.6.2 After all corrective action has been taken; the inspection/test shall be continued or repeated, at the option of the Contracting Officer.

4.6.3 Acceptance shall be withheld until re-inspection/testing has shown that the corrective action was successful and the item satisfactorily passes all inspections and tests.

4.6.4 All corrective actions shall be documented as part of the Contractor’s inspection system, and submitted for approval of the Contracting Officer.

a. Each corrective action report shall include, but not be limited to, the cause of each defect, corrective action suggested, and steps taken to prevent a recurrence of each defect.

4.7 TEST AND INSPECTION REPORTS- One (1) copy of any required inspection, test or tolerance checks shall be sent to the Contracting Officer no later then (5) working days after each test or inspection.

4.7.1 A copy of any test, inspection or tolerance check shall also be turned over to the Quality Assurance representative upon his arrival at the Contractor’s Facility.

5.0 PRESERVATION, PACKAGING AND MARKING (PP&M):

Preservation of each unit shall be in accordance with ASTM D3951-98 and as below.

5.1 PRESERVATION:

5.1.1 After final testing, each motor shall be completely drained of all oil and drain plugs reinstalled.

5.1.2 A red warning tag shall be attached to the motor stating that the motor has been drained of lubricants.

5.1.3 All openings not previously plugged shall be sealed with plastic caps.

5.2 PACKAGING

5.2.1 Each overhauled and preserved motor shall be sealed in a clear polyethylene plastic bag or shrink-wrapped in clear polyethylene plastic wrap.

a. The shipping container received with each motor shall be inspected to determine if it meets MIL-C-104C Type II, Class 1 or 2. (Reference 2.2a).

Any recommendations for repair or replacement shall be noted on the Inspection report (see 3.2.4). Each overhauled and preserved motor shall be individually packaged in its own skid-mounted crate. Each motor shall be lag bolted into the crate base to prevent the motor from shifting within the crate.

b. A copy of the Parts, Operation and maintenance manual shall accompany the motor.

5.3 MARKING- The marking described herein shall be placed on the longest two sides of each box on opposite ends.

a.

Each container shall be marked in legible ½-inch to ¾-inch high black waterproof print on a contrasting background and marked as follows:

5.4 BAR CODING- Bar coding shall be supplied on all CLIN’s except for those that require data submissions only.

5.4.1 All bar coded labels shall be in accordance with SFLC specification D-000-0100, REV G.

a. The actual labels shall be Type “V”, Grade “A”, Style “2”, Composition “B” with plastic laminate.

b. Each label shall contain encoded data for the Stock Number, part number, and the Contract and Delivery Order Number.

The marking required in 5.3 of this specification can be applied separately or as part of the Bar Code Label.

5.5 PRESERVATION/PACKAGING INSPECTION- The Coast Guard reserves the right to witness the units prior to and after packaging. The Contracting Officer shall be notified in accordance with section 3.7 of this specification and prior to the final packaging of the completed units.

6.0 NOTES: None.

Appendix A Mac Taggart Scott HMB4.0A-A04-A01-038 Hydraulic Motor, with the following modifications and requirements:

A. Pinion Gear – Each new motor purchased shall include a pinion gear, Marinette Marine Corp. part number 573-06-00007.

B. Testing - Each motor shall be tested at an authorized Mac Taggart Scott test facility using standard OEM testing procedures. A copy of the test results shall be sent to the Contracting within five working days after completion of each test.

C. Data Plates- The contractor shall ensure each motor has a stainless steel or aluminum data plate riveted or screwed to the exterior body with the following information to meet ASME B30.7, Chapter 7. Lettering shall contrast with the data plate backgrounds and be no smaller then 3/16-inch:

a. Name of Manufacturer

b. Model Number

c. Serial Number

d. Displacement

e. Rated Pressure

f. Rated Speed

g. Weight

D. Paint Application - All non- painted surfaces or openings shall be protected by masking or capping to protect them from being painted. Paint application shall be applied as follows: 1 coat, 5-6 mils, dry film thickness, high build epoxy. 1 coat (2nd Application), 5-6 mils, dry film thickness, high build epoxy.

1 top coat, 2-3 mils, dry film thickness, MIL-PRF-24635 Silicone Alkyd, Type II, Class 1, color: SPAR (10371) to FED STD 595. Paint application and drying time between coats shall be in accordance with the manufacturer’s instructions.

E. Preservation - Preservation of each unit shall be in accordance with ASTM D3951-98 and as below. After final testing, each motor shall be completely drained of all oil and drain plugs reinstalled.
