About this opportunity

The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Natick Division is seeking feedback on a draft Request for Proposal (RFP) for Improved Environmental Control Units (IECUs) on behalf of the Product Manager Force Sustainment Systems (PdM FSS). The IECU variants include 9,000 BTU/hr single phase, 18,000 BTU/hr three phase, 18,000 BTU/hr single phase, and 36,000 BTU/hr three phase configurations. The contract is planned as a ten-year Indefinite Delivery, Indefinite Quantity (IDIQ) with Firm Fixed Price (FFP) and Fixed Price Economic Price Adjustment (FPEPA) delivery orders. The Government is seeking early industry feedback on the CLIN structure, Statement of Work, draft solicitation attachments, and Sections L and M before formally releasing the RFP.

This is an open competition with no set-aside designation. The Government is considering providing a draft Technical Data Package (TDP) with the formal solicitation release, though the design contained in the TDP may not meet the specified requirements. The estimated quantities to fill the remaining Authorized Acquisition Objective (AAO) for each IECU variant are provided, but the total contract quantities are not specified. The place of performance is Natick, MA.

This is a DRAFT Request for Proposal (RFP) for the U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Natick Division, No. W911QY-24-R-0007 on behalf of Product Manager Force Sustainment Systems (PdM FSS) located at the Natick Soldier Systems Center. PdM FSS is providing this draft ahead of formal release to receive feedback on CLIN structure; statement of work; draft solicitation attachments 1-4; draft Sections L&M; and any other questions or concerns.  The Government is also considering providing a draft Technical Data Package (TDP) with the formal solicitation release. The Government is waiting on approval of the TDP and that it may be posted once we have it cleared. The Government does not warrant that the design contained in the TDP meets the PPD, and the TDP would be provided for informational purposes only.  But PdM FSS is interested to learn whether an informational TDP would be useful to potential offerors. This requirement is full and open and any indication of a set-aside was done in error.

Quantities contained in this notice are for information only and subject to change.

Planned scope of work:

The estimated quantities for each variant for the next contract are yet to be determined. But for industry’s information, the estimated quantity to fill the remaining AAO for each variant are:
