About this opportunity

The Defense Health Agency's Healthcare Contracting Division—Central has published a Special Notice of Intent to Sole Source for ImmunoCAP 1000 System Analyzers with associated reagents, consumables, service, and maintenance. The intended award recipient is Phadia US, Inc., located in Portage, Michigan, which currently holds the exclusive capability to provide these specialized diagnostic systems. The procurement is classified under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) and Product Service Code 6550 (In Vitro Diagnostic Substances, Reagents, Test Kits and Sets). This equipment will be deployed at Wilford Hall Ambulatory Surgical Center (WHASC) at Joint Base San Antonio, Texas. The sole source justification invokes FAR Part 6.302-1, citing that only one responsible source can satisfy the agency's requirements.

The Defense Health Agency is soliciting responses from responsible sources that believe they possess the resources, rights, and capabilities to provide equivalent services and materials for this procurement. While the notice is not a formal competitive solicitation, all interested parties may submit information for the agency's consideration prior to the intended award date; however, responses cannot be accepted to form a binding contract, and all response costs remain the responsibility of the submitting party. The Government reserves the right to either proceed with the sole source award or issue a competitive solicitation based on responses received, exercising this discretion at its sole determination. The Government explicitly welcomes alternate product proposals, provided that contractors submit comprehensive descriptions including salient characteristics demonstrating equivalency. The Special Notice, posted on February 24, 2026, established a response deadline of March 20, 2026, applicable to all interested sources regardless of business size classification or set-aside status.
