About this opportunity
Department of Homeland Security Customs and Border Protection anticipates soliciting ILS Maintenance services for a 24/7 Maintenance Dispatch Center supporting technology systems deployed across CBP sites domestically and internationally, with responses to this Request for Information and Sources Sought due October 27, 2026. This procurement is set aside for Total Small Business.
The requirement encompasses systems administration and maintenance services for Non-Intrusive Inspection (NII) equipment and other CBP technology infrastructure. The Maintenance Dispatch Center receives service calls from multiple CBP sites, records requests in ServiceNow and MAXIMO databases, and issues repair and maintenance service requests. The contractor must maintain continuous dispatch center operations and coordinate with field maintenance teams to support CBP's border protection and trade regulation missions.
Respondents must provide business information including UEI, CAGE code, and relevant GSA contract numbers; confirm applicability to NAICS 811219 and PSC J058; identify socio-economic classifications if applicable; and detail technical capabilities in corrective and preventive maintenance for NII equipment. Vendors should estimate subcontracting needs, confirm ability to begin performance post-award, and provide up to three past performance references on similar-complexity contracts. The RFI requests vendor recommendations on Service Level Agreements, business practices, and supplementary systems or resources to leverage.
This announcement is for market research purposes only and does not commit CBP to issue a formal solicitation. No questions will be addressed during this phase, and no reimbursement will be provided for response costs.

As a component of the United States (U.S.) Department of Homeland Security (DHS), Customs and Border Protection (CBP) is responsible for protecting our Nation’s borders in order to prevent terrorists and terrorist weapons from entering the U.S. while facilitating the flow of legitimate trade and travel. CBP is also responsible for apprehending individuals attempting to enter the U.S. illegally; stemming the flow of drugs and other contraband; protecting our agricultural and economic interests from harmful pests and diseases; protecting American business from theft of their intellectual property; and regulating and facilitating international trade, collecting import duties, and enforcing U.S. trade laws.
In support of this responsibility CBP has implemented and deployed numerous technology systems across the U.S. and internationally that require systems administration and maintenance services. ILD manages a 24/7 Maintenance Dispatch Center for maintenance activities. The Maintenance Dispatch Center (MDC) initially responds to service calls from the numerous CBP sites. The Maintenance Dispatch Center staff record the calls for service in the CBP databases ServiceNow and Integrated Logistics Support System, i.e., MAXIMO). Maintenance Dispatch Center staff issue requests for repair or maintenance services to the Contractor in the form of a Work Order (WO) that initiates the maintenance request. The Contractor responds to the CBP sites, effects repair or completes maintenance actions, and provides periodic status updates and Work Completion Forms (WCF) to the Maintenance Dispatch Center based on the provided requirements contained in this Performance Work Statement.
