About this opportunity
The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC-CERL), seeks Illumina brand sequencing equipment accessories for its NextSeq 2000 platform, with proposals due July 29, 2026. An amendment issued July 24 converted this from a 100% Women-Owned Small Business set-aside to full and open competition, extended the deadline from July 9, and introduced a 10% price evaluation preference for HUBZone small business concerns.
Place of performance is Champaign, Illinois. ERDC-CERL requires 10 units of Illumina NextSeq 2000 P4 XLEAP-SBS Reagent Kit (300 cycles, catalog #20100992), 2 units of Illumina NextSeq 1000/2000 P2 XLEAP-SBS Reagent Kit (600 cycles, catalog #20100984), and 5 units of Illumina PhiX Control v3 (catalog #FC-110-3001). All items must be delivered within 30 calendar days of award. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing, and the PSC code is 6640, Laboratory Equipment and Supplies. The procurement is firm fixed price with FOB Destination; the contractor bears transportation costs.
Restriction of Competition memoranda filed June 25 document that these items are manufactured exclusively by Illumina and supplied as single-use, pre-filled cartridges with proprietary patterned flow cells that interface directly with the NextSeq 2000. Substitution with alternative manufacturers' reagents would likely render the platform inoperable. Market research identified Government Scientific Source as an authorized Illumina distributor, with Noble Supply & Logistics LLC and iRepertoire Inc. as additional potential sources. Items are not available on GSA Advantage.
Offerors must be actively registered in SAM, have no active exclusions, and complete FAR and DFARS registrations. DFARS 252.204-7017 requires disclosure of covered defense telecommunications equipment or services. Award is estimated for mid to late July 2026. Questions and responses must be submitted to CERL-CT-QUOTES@usace.army.mil with "Illumina Sequencing System Accessories" in the subject line.
