About this opportunity
The FDA Office of Acquisition and Grant Services seeks to procure one Illumina MiSeq i100 Whole Genome Sequencing System on a sole-source basis, with proposals due May 22 and questions due May 18. The procurement is conducted under FAR Part 12 as a commercial product acquisition; the Illumina MiSeq i100 is the only system determined capable of meeting the government's minimum requirements for compatibility with existing validated laboratory workflows, consumables, sequencing methods, software environments, and operational procedures.
Place of performance is FDA Irvine Medical Products Laboratory, 19701 Fairchild, Irvine, California. The system must deliver next-generation sequencing using sequencing-by-synthesis technology, support single-read and paired-end libraries, output up to 25 gigabases, produce up to 50 million paired-end reads per run, achieve maximum read length of 2 × 300 base pairs with quality scores greater than or equal to Q30 at 85% of bases, employ RFID tracking, support room-temperature storage reagents, include onboard data collection and sequence alignment software, and fit a benchtop footprint no larger than 16" × 18" × 26". Delivery must occur within 60 days of award during regular business hours Monday through Friday, 8:00 AM to 4:00 PM local time, excluding Federal holidays. The contractor must provide training for up to three personnel and furnish a minimum one-year manufacturer's warranty at no additional cost covering all parts, labor, and operational support.
Offerors must submit firm-fixed pricing with FOB Destination shipping and inside delivery, technical quotation demonstrating compliance, warranty terms, active SAM.gov registration and UEI confirmation, lead time, country of origin documentation, and any assumptions or exceptions. Award will be made to the lowest-priced offeror whose quotation is technically acceptable on a pass/fail basis. Prices must remain firm for 60 calendar days from receipt. The procurement is being conducted on a sole-source basis under RFO FAR Part 12 and FAR 13.106-1(b)(1), as the Illumina MiSeq i100 System is the only system determined capable of meeting the Government’s minimum requirements for compatibility with existing validated laboratory workflows, consumables, sequencing methods, software environments, and operational procedures. The requirement includes associated components, software, delivery, installation, training, and manufacturer warranty support.
