About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Hood is seeking agricultural sanitation services for military equipment through a Multiple Award Task Order Contract (MATOC). The primary objective is to ensure unit equipment meets foreign customs inspection requirements by disinfecting vehicles, trailers, and containers using approved chemical solutions with a mandatory 10-minute contact time. The solicitation will award up to five contracts using a lowest-price, technically acceptable (LPTA) evaluation method, with contractors responsible for containing, collecting, and disposing of hazardous and non-hazardous wastes in compliance with federal, state, local, and installation regulations. Questions from potential bidders are due by 1000AM CDT on 21MAY2025, with proposal responses required by 12 JUN 2025. The contract evaluation will consider management approach, staffing, quality control, past performance, and pricing, with past performance limited to a 36-month recency window.

The contract is set aside specifically for Economically Disadvantaged Woman-Owned Small Business (EDWOSB) concerns, with a size standard of $17.5 million. The performance period will run from 14 JUL 2025 to 13 JUL 2026, with potential extensions through four additional 12-month option periods. Potential performance locations include military installations in Texas, Colorado, Kansas, Oklahoma, and ports in Texas, South Carolina, and Washington, with eleven potential locations to be determined at the task order level. While specific award values are not explicitly stated, the contract will require contractors to provide all necessary personnel, equipment, and HAZMAT-certified staff to perform agricultural sanitation services. Contractors must be prepared to set up required equipment in designated locations, meet all safety and environmental requirements, and conduct services without delay, with the government reserving the right to award fewer than five contracts or potentially none at all.
