About this opportunity
The United States Transportation Command (USTRANSCOM) at Scott Air Force Base in Illinois is seeking to procure an IHS Global Sea-Web subscription through a sole source contract under Federal Acquisition Regulation (FAR) 13.106-1(b). The procurement is specifically for Sea-Web Ports licenses, which provide critical port infrastructure data essential for mission support, including detailed information about terminal types, ownership, navigation, operating hours, berth characteristics, and crane specifications. The contract will be evaluated on a Lowest Price Technically Acceptable basis, with interested parties able to submit capability statements by May 7, 2025, at 12:00 PM CST to Ms. Teneshia Cozart or Mr. Chad Lindauer. Extensive market research has confirmed that no alternative vendors can meet the specific requirements of this unique, proprietary service. The solicitation (Reference Number: HTC711-25-QE121) falls under the North American Industry Classification System (NAICS) code 519290 for Web Search Portals and All Other Information Services.
The contract has no specific set-aside designation and will cover a primary performance period from June 1, 2025, to May 31, 2026, with four additional one-year option periods potentially extending through May 31, 2030. The subscription will include multiple access types: single-use and five-user concurrent-use access for Ports, Movements, and Fuels & Refined Products annual maintenance. The place of performance is located at South Drive, Scott AFB, Illinois 62225. While specific contract value details are not explicitly stated, the procurement represents a multi-year commitment to a specialized information service critical to USTRANSCOM's operational needs. The sole source nature of the contract is justified by the unique proprietary characteristics of S&P Global's Sea-Web service, which cannot be replicated by alternative providers.
