About this file
This document is a Justification and Approval (J&A) for a sole-source procurement of S&P Global Sea-Web license subscription services by the United States Transportation Command (USTRANSCOM). The contract will cover mission-critical Sea-Web Ports licenses for a fixed-price period from 01 June 2025 through 31 May 2030, with specific license requirements including Single Use Sea-web Ports, 10 User-Concurrent Use Sea-web Ports, and Single Use Sea-web Movements.
The procurement is justified by the unique proprietary nature of S&P's port infrastructure data, which provides detailed information critical for SDDC mission support, including terminal type, ownership, port navigation, operating hours, berth characteristics, and crane specifications. Extensive market research was conducted, including searches on NASA SEWP, GSA Advantage, and Library of Congress FedLINK, which confirmed no alternative vendors could meet the specific requirements. The agency continues to solicit information from the industry to potentially overcome the current proprietary restrictions in future acquisitions.

AMP-PAT that are dependent on the data that only S&P provides in their proprietary format. No other manufacturer offers the same data details as S&P. Our needs are dependent on S&P being able to provide port infrastructure details such as terminal type and ownership, port navigation and obstructions, operating hours, tub boat availability, berth depths/lengths/types; cranes-type/size/area served; staging areas. This information is vital to supporting our mission for TEA.
This information ensures vital interaction with our SDDC customers who depend and leverage this unique S&P Global seaport infrastructure data that we disseminate via several means. Other vendors only provide seaport ship information and lack the specific seaport infrastructure data that we require and have built systems of record and databases that consume this data only from S&P. S&P Global provides the industry standard for seaport infrastructure information for the federal government and intelligence agencies/governments. All of our current working partners utilize S&P Global Sea-web to produce Seaport products in support of various missions including the TIC (TRANSCOM Transportation-Logistics Intelligence Center) and NGA.
