About this opportunity

The Defense Logistics Agency is offering metallic and non-metallic scrap materials for sale on an all-or-none basis with sealed bids due May 21, 2026, at 1:00 p.m. EST.

The offering comprises seven line items located at DLA Disposition Services Qatar: mixed metals (17.5 million pounds), irony aluminum (3.25 million pounds), brass (17,500 pounds), copper wire/cable (500,000 pounds), rubber (2.15 million pounds), textiles/rags (750,000 pounds), and electronic residue (1 million pounds). The contract is structured as a five-year term sale with an estimated total quantity of 25.167 million pounds, a guaranteed minimum of 12 million pounds, and a maximum of 38 million pounds. Bidders must submit unit bid prices in U.S. currency with a minimum bid of $0.01000 per unit of issue using Standard Form 114. Award goes to the highest responsive and responsible bidder capable of removing all seven items; if Qatari Customs denies import of any item, the contract will be modified to remove that item and adjust the guaranteed minimum using one year of historical generation data.

Inspections are by photograph only, with images uploaded to sam.gov. The purchaser bears sole responsibility for compliance with all U.S. and Qatari regulatory requirements, including obtaining necessary Qatari licenses and base access within 60 calendar days. The government provides all loading equipment and personnel, with operations Sunday through Thursday, 7:00–11:00 Arabia Standard Time. A prepayment of 20 percent of estimated one-year removal cost is required at contract award. The bid acceptance period is 120 calendar days. No bid deposit is required. Title transfers upon DLA Form 1367 release and removal from government premises.
