About this opportunity
The U.S. Department of Education's Institute of Education Sciences seeks a contractor to establish and operate a secure virtual data enclave for the Data Repository and Restricted Use Data (DR-RUD) Program, with proposals due June 4, 2026 and an anticipated award date of July 1, 2026. This is a Women-Owned Small Business (WOSB) set-aside, firm-fixed-price contract.
Place of performance is Washington, DC. The contract spans a 12-month base period (July 1, 2026 through June 30, 2027) and four optional 12-month periods through June 30, 2031. The contractor will host approximately 320 existing datasets plus 60 additional datasets by September 30, 2026, then add roughly 5 datasets annually, supporting approximately 5,000 concurrent users across 1,000 licenses. The environment must provide secure remote access to restricted-use data from the National Center for Education Statistics and other IES centers, with statistical software (R, Python, Stata), 24-hour email and phone support, and mandatory CIPSEA and ESRA training. The contractor must achieve FISMA Moderate authorization within 90 days of award, implement vulnerability scanning every 48 hours, multifactor authentication, and encryption, and manage the RUD license application process, subject matter expert review of research proposals (30-day turnaround), and disclosure risk review of all data exports (30-day turnaround). All contractor personnel must be U.S. citizens and execute non-disclosure affidavits. Personnel security clearances are designated as High, Moderate, and Low Risk based on role. The NAICS code is 518210, Data Processing, Hosting, and Related Services, with a small business participation goal of 34.37% of total contract value. The incumbent contractor is The Coleridge Initiative, Inc., with a current contract value of $367,442.33 for 12 months. Evaluation factors include technical approach, management approach, past performance, small business participation (Pass/Fail), and price. Proposals must include three volumes: technical (25 pages maximum), past performance (5 pages maximum), and business proposal (no page limit). Amendment 1, issued May 21, 2026, provides responses to clarification questions, an updated Performance Work Statement dated May 21, 2026, and a pricing template.

Amendment 1
This amendment to the original RFP posting provides responses to the clarification questions received, an updated Performance Work Statement dated May 21, 2026, and a pricing template.
The U.S. Department of Education (ED) intends to award a firm-fixed price contract for the Institute of Education Sciences' (IES) Data Repository and Restricted Use Data Program.
IES seeks contractor support for a computing environment where researchers approved by IES can obtain secure, remote access to approved IES Restricted Use Data (RUD), most notably data from the National Center for Education Statistics (NCES) and the National Center for Education Evaluation and Regional Assistance (NCEE), for approved research projects. This requirement provides assistance with expanding and managing secure, remote access to RUD in alignment with IES’s mission to promote evidence-building, with a focus on improving student outcomes, while meeting IES’s responsibilities to protect confidential information collected for statistical purpose. Additionally, this requirement supports NCES’s move to a fully digital RUD license program by operating the virtual enclave, overseeing the removal of physical media, and managing key components of the RUD license application process for new users and datasets.
More detailed information about this effort is provided in the attached solicitaion and performance work statement.
