About this opportunity
The US Geological Survey (USGS) Office of Acquisitions and Grants is seeking a small business contractor to upgrade a 2006 20-ft aluminum Miller Marine boat used for water science operations in Idaho. The solicitation (RFQ #140G0325Q0014) requires modifications including fabricating a 360-degree rotating boom, modifying the center console with weather protection, adding storage and seating, installing a diesel heater, and upgrading the electrical system. Contractors must submit a signed SF 18 form, firm fixed price quote, technical qualifications, and evidence of active System for Award Management registration by January 8, 2025 at 1500 PST. Questions from potential bidders were due by December 30, 2024, and the government will evaluate proposals using a trade-off methodology considering technical capability, experience, past performance, and price. The solicitation is structured as a combined synopsis/solicitation for commercial items and will utilize Federal Acquisition Circular 2025-01 provisions.
The contract is a total small business set-aside under NAICS code 336611 (Ship Building and Repairing) with a size standard of 1,300 employees. The place of performance will be the contractor's facility, with all work to be completed by August 31, 2025. The period of performance is specifically February 1, 2025 to August 31, 2025, targeting modifications to support water sampling operations on the Coeur d'Alene River in North Idaho. The boat will be used by scientific personnel conducting suspended sediment and water quality sampling across 10 stations in varying flow conditions. While no specific budget range is disclosed, the solicitation indicates the work involves a boat with a 250 hp jet outboard engine and requires substantial modifications to support year-round operations in temperatures ranging from 0°F to 100°F. The contracting officer for this opportunity is Yangzhi Deng, and all submissions must be made electronically to yangzhideng@usgs.gov.
