About this opportunity

The Naval Facilities Engineering Command (NAVFAC) Far East is conducting market research for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for road paving repairs and maintenance at U.S. Commander Fleet Activities Yokosuka and other naval installations in the Kanto Plain area of Japan. The contract will cover road maintenance, repair, alteration, demolition, and minor construction services across multiple locations including Fleet Activities Yokosuka, Ikego Housing Area, and various storage and dock facilities. Contractors must be authorized to operate in Japan, possess a construction license (Kensetsu Gyo Kyoka) from Japan's Ministry of Land, Infrastructure and Transport, and comply fully with Japanese laws and regulations. The government will not provide "United States Official Contractor" status under the U.S.-Japan Status of Forces Agreement. Interested contractors must submit their responses electronically to Ms. Yuko Yoshino at Yuko.Yoshino.ln@us.navy.mil by 10:30 am Japan Standard Time on August 27, 2025, though there appears to be conflicting deadline information with some documents referencing August 20, 2025.

This procurement does not include any set-aside designations and is open to all qualified contractors. No incumbent contractors or current service providers are mentioned in the documentation. The notice does not specify contract values, budget ranges, or award amounts, as this is purely a sources sought announcement for market research and acquisition planning purposes. The timeline for actual contract performance is not detailed, though the IDIQ structure suggests ongoing maintenance work over an extended period. Contractors must provide detailed company information including CAGE/NCAGE codes, Unique Entity ID, project experience, and demonstrate their capability to work at the specified Japanese naval installations. The government has made clear that respondents will not be notified of the market research results and no evaluation letters will be issued.
