The scope includes comprehensive hazardous waste disposal services, collection, sampling, transportation, packaging, and disposal of various waste types including universal waste, RCRA hazardous waste, biohazardous waste, and treated wood waste, with 24/7 emergency response capabilities requiring response times of 3-6 hours for immediate emergencies. Contractors must demonstrate strict compliance with federal and state environmental regulations, maintain proper documentation and manifesting procedures, and provide detailed reporting on all activities. Electronic proposals must be submitted to Liset_Gomez@nps.gov by June 20, 2025 at 2:00 PM Pacific Time, with no written solicitation to be issued separately.

This procurement is designated as a Total Small Business set-aside under NAICS code 562211 for Hazardous Waste Treatment and Disposal, with no incumbent contractor identified in the documentation. The contract value ranges from a minimum guaranteed order of $12,000 to a maximum ceiling of $875,000 over the full contract term, which includes a base year from June 30, 2025 to June 29, 2026 with up to four optional extension years through June 29, 2030. Services will be performed across seven National Park Service locations in the San Francisco Bay Area, including Golden Gate National Recreation Area, San Francisco Maritime National Historical Park, Point Reyes National Seashore, John Muir National Historic Site, Rosie the Riveter/World War II Home Front National Historical Park, Eugene O'Neill National Historic Site, and Port Chicago Naval Magazine National Memorial. The contract will operate through task orders issued against pre-established pricing for over 120 line items covering specialized labor, equipment, disposal fees, and laboratory analysis services. The National Park Service will fund only the minimum obligation amount at contract award, then adjust funding through modifications as subsequent task orders are issued.
