About this file

This document is an Amendment (0001) to Solicitation 140P8625Q0014, a Request for Quotation (RFQ) issued by the National Park Service for a Hazardous Waste Indefinite Delivery Indefinite Quantity (IDIQ) contract. The amendment provides clarification on a specific contract requirement, specifically addressing a question about helicopter usage. The contractor asked for elaboration on helicopter requirements, and the government explained that helicopters might be needed in rare scenarios such as recovering vehicles or vessels from inaccessible locations to prevent hazardous material environmental release.

The solicitation is for a firm-fixed price, single-award IDIQ contract with a minimum order of $12,000 and a maximum not to exceed $875,000 over the full contract term. The period of performance is from 06/30/2025 to 06/29/2026. Offers must be submitted electronically to Liset_Gomez@nps.gov no later than Friday, June 20, 2025 at 2:00pm Pacific Time. The procurement is conducted under FAR Subpart 13.5 for Simplified Procedures for Certain Commercial Items, with task orders to be issued against the contract using the pricing schedule provided in the awarded contract.

14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)

Amendment 0001 is to provide answers to questions submitted by contractors. All other terms and conditions of the contract remain unchanged.

Question 1: Could you please elaborate the use of helicopter so that we decide to select as per requirement and provide pricing accordingly.

Answer 1: Helicopter is in there as once in a while (not often, but does happen) there will be a car that goes over the cliff or a boat washup on shore (like on a big rock) that is inaccessible by land or sea. The only way to stop the hazmat release to the environment

(and occasionally only way to remove the vehicle/vessel) is by helicopter. This is just one example of where it can be used.
