About this opportunity

The Naval Facilities Engineering Command (NAVFAC), Department of the Navy, intends to solicit an indefinite-delivery/indefinite-quantity contract for multi-discipline architect-engineer services supporting renovation, repair, or new construction of facilities with secured spaces. Statement of Capabilities responses are due May 1, 2026, at 2:00 PM ET. The Set Aside line reads "No Set-Aside Used." The anticipated maximum value is $490 million over a base period of one year plus four one-year option periods, under NAICS 541310 (Architectural Services) with a $12.5 million small business size standard. The capabilities questionnaire also references product service code C211.

Projects will primarily be in NAVFAC Atlantic and Pacific Areas of Responsibility and worldwide, and the questionnaire references both CONUS and OCONUS project capability.

Scope includes developing RFPs for design-build projects, preparing full design and specifications for design-bid-build projects, site investigations, cost estimates, and support for SCIFs/SAPFs with emphasis on ICD/ICS 705, Construction Security Plans, and TEMPEST countermeasures. Respondents must show at least 20 full-time personnel across specified disciplines, and an ICD/ICS 705 Subject Matter Expert and shielding specialist with active TS/SCI clearances available by contract award. The source also requires the capacity to segregate work for citizenship-restricted task orders and the ability to meet U.S. citizenship requirements if needed. Firms must document up to five similar projects from the past five years, secured-facility experience within the past 10 years, and experience on Department of Defense installations. Capacity to manage multiple projects totaling $10 million or more annually and multiple concurrent $2 million task orders is also evaluated.

Responses consist of a Statement of Capabilities limited to fifteen pages, the Attachment 2 Project Information Form (up to five projects, two pages each), and the Attachment 1 Capabilities Questionnaire.
