About this file
This is a Capabilities Questionnaire for a Pre-Solicitation associated with an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline architect-engineer services for the Department of the Navy Naval Facilities Engineering Command (NAVFAC). The $490 million IDIQ will support design and engineering services for renovation, repair, or new construction of facilities with secured spaces throughout NAVFAC's area of operations, with projects primarily located in the Atlantic and Pacific Areas of Responsibility and worldwide.
Respondents must provide general business information including Unique Entity ID, CAGE Code, and business registration status under NAICS code 541310 (Architectural Services). The questionnaire evaluates firm capabilities across multiple dimensions: staffing of at least 20 full-time personnel with specific discipline expertise (Program Managers, Architects, Civil Engineers, Landscape Architects, Structural Engineers, and specialized roles such as ICD/ICS 705 Subject Matter Experts and RF/EMP Shielding Specialists); experience performing Architecture and Engineering (AE) projects for the U.S. Government similar to those anticipated; demonstrated experience within the past 10 years with new construction or renovation of secured facilities compliant with ICD/ICS 705 standards, TEMPEST countermeasure mitigation, and military engineering on Department of Defense installations; and capacity to simultaneously manage multiple projects totaling $10 million or more annually with the ability to handle multiple concurrent $2 million task orders. Respondents must also identify their proposed business structure—whether as a sole contractor, prime contractor, joint venture, or subcontractor—and applicable socioeconomic program certifications including Small Business, Service-Disabled Veteran-Owned Small Business, HUBZone, Section 8(a), Women-Owned Small Business, or other classifications.
