About this opportunity
The Department of the Air Force Pacific Air Forces, through the 374th Contracting Squadron (Army & Mission Partner Acquisition Flight), is seeking qualified construction firms to provide exterior and interior construction work at U.S. Army installations on the Kanto Plain in Japan. The scope of work includes sustainment and restoration, modernization, building maintenance and repair, construction, demolition, and hazardous materials removal such as asbestos and lead-based paint abatement. Offerors must be registered construction contractors holding valid licenses under Japanese law and must submit an original letter from their surety confirming performance bonding capacity of at least JPY300,000,000. Award will be based primarily on past performance—evaluated through offeror-provided references, government surveys, and independently obtained data—with price serving as a secondary factor. Responses to the Sources Sought questionnaire are due by February 20, 2026, and interested contractors should contact 2d Lt Jordyn Wagner or Mr. Ryuichiro Murakami for additional information.
This Pre-Solicitation Notice does not use any set-aside designations and names no incumbent contractors. The contract is structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with a guaranteed minimum of $2,000 and a maximum aggregate contract amount of $9,900,000 across all option periods, with individual task orders anticipated to range from JPY8,000,000 to JPY100,000,000. The contract will cover five specific installations: Camp Zama, Sagamihara Family Housing Area, Sagami General Depot, Yokohama North Dock, and Akasaka Press Center. The contract structure includes a 3-year Base Period followed by two option periods of 2 years each, with a potential 6-month extension, and will be awarded to a single contractor on a firm fixed-price basis. The Government emphasizes that this announcement is not a Request for Proposal and incurs no obligation to award a contract.
