About this opportunity

The Federal Highway Administration seeks a contractor to identify roadway design and infrastructure factors influencing Advanced Driver Assistance Systems (ADAS) in mitigating rural roadway departure crashes, with quotations due May 11, 2026, at 11:00 a.m. Eastern Time. This is a non-set-aside, firm-fixed-price purchase order under NAICS 541990 (All Other Professional, Scientific and Technical Services).

Place of performance is Washington, DC. The 30-month study requires collection, extraction, integration, and evaluation of roadway geometric design elements and infrastructure data from at least four states over five years, including historical crash data with vehicle identification number (VIN) decoding to distinguish ADAS-equipped vehicles from those without ADAS. The contractor must conduct a comprehensive review and assessment of how Lane Departure Warning (LDW), Lane Keeping Assistance (LKA), and Lane Centering Assistance (LCA) systems interact with roadway characteristics to mitigate rural roadway departure crashes, and deliver evidence-based recommendations to improve roadway geometric design and infrastructure.

Deliverables span four firm-fixed-price contract line items: attendance at a kick-off meeting with bi-weekly check-ins and quarterly progress reports; collection and analysis tasks; a comprehensive technical report with multiple draft iterations and approval by FHWA's Office of Chief Counsel and Public Affairs; and outreach materials including a peer-reviewed journal or conference paper or webinar presentation. All deliverables must be 508-compliant and submitted in Microsoft Word, Excel, PowerPoint, and Google Docs formats. Contractors must include Google Map Platform subscription costs in pricing and maintain current active SAM.gov registration at quote submission.

The Government evaluates quotations using Lowest Price Technical Acceptability (LPTA) methodology, rating technical acceptability on an acceptable/unacceptable basis across two factors: technical approach with demonstrated understanding of requirements and management plan, and staffing approach with qualified key personnel. Past performance references from the last five years are required. Quotations must be submitted electronically in a single email not exceeding 10 megabytes to amy.morrissette@dot.gov and hcfa-31sri@dot.gov. Technical questions are due May 4, 2026, at 11:00 a.m. Eastern Time. Four amendments have been issued, including clarifications to the Period of Work Statement (Amendment 3), updated email submission addresses (Amendment 4), and addition of FAR clause 52.222-90 on DEI discrimination (Amendment 1). The vendor question period has expired.

Update #5 · Latest ·

This is a non-personal services purchase order to provide services for identifying roadway design and infrastructure factors influencing Advanced Driver Assistance Systems (ADAS) in mitigating rural roadway departure crashes.

The objective of this purchase order is to conduct a comprehensive review and assessment of geometric design elements and infrastructure factors that contribute to optimize the performance of RwD prevention ADAS technologies such as LDW, LKA, and LCA. By systematically reviewing and analyzing these contribution factors, this study seeks to provide evidence-based insights and actionable recommendation to improve roadway geometric design and infrastructure in support of vehicles equipped with these ADAS features, thereby maximizing their safety benefits in reducing RwD crashes and fatalities, particularly on rural roadways.

For additional information see the attached Request for Quotation (RFQ).

Note: Amendment 1 was added which includes the new required FAR clause 52.222-90, "Addressing DEI Discrimination by Federal Contractors" (APR 2026). No other changes to the RFQ were made.

Amendment 2 was added to further update Clauses.

Amendment 3 was added to clarify PWS as a result of vendor questions. Period for vendor questions is now expired.

Amendment 4 was added to update email address to send quotes to.
