About this opportunity
The U.S. Coast Guard Base Los Angeles Long Beach announced on June 15, 2026, its intent to award a sole-source purchase order to Fortior Solutions, LLC for access control equipment, subscription services, software, and maintenance to operate up to six handheld scanners at the base's main access control point, with capability statements due by June 23, 2026. This is not a request for competitive proposals; the Coast Guard has determined that Fortior Solutions is the sole provider of the Omnivee Program and its associated RcX capabilities meeting the specific requirement.
The contract covers two integrated solutions: Omnivee Vendor, which streamlines vendor access administration through biometric registration, vetting, and credentialing; and Omnivee Visitor, which verifies visitors through credential validation and electronic guest list management. The handheld scanners read multiple ID formats including Common Access Cards, state driver's licenses, passports, TWIC cards, and other federal and international identification documents, and check scanned IDs against government-provided negative lists, positive lists, and open access data sources. The structure comprises a fixed-firm-priced purchase order with a one-year base period and four optional one-year renewal periods.
Any party believing they can perform this requirement may submit a capability statement by June 23, 2026, to Matthew G. Johnson at matthew.g.johnson@uscg.mil. The government will consider such responses solely to determine whether to conduct a competitive procurement and assumes no responsibility for response costs. Technical and past performance combined with price will be the evaluation criteria.
