About this file
This is a Program Description document for the Omnivee® Visitor Program, a physical access control solution offered by Fortior Solutions, LLC under GSA Schedule Contract No. 47QTCA26D004L. The program is an add-on service to Fortior Solutions' existing Omnivee® Vendor Program and requires government customers to maintain a separate subscription to the Vendor Program as a prerequisite.
The Omnivee® Visitor Program provides mobile handheld scanning technology that enables security personnel to electronically read and verify identification documents at fixed entry points and in-field locations. The system scans multiple ID formats including Common Access Cards (CAC), Uniformed Services IDs (USID), PIV Credentials, PIV-I Credentials, state-issued driver's licenses and identification cards, passports, TWIC cards, and various other federal and international identification documents. Scanned IDs are checked against government customer-provided negative lists (no-entry/barment lists), positive lists (approved entry, event, VIP, or guest lists), no-entry exception lists for frequent visitors, and open access data sources. The program includes electronic validation of REAL ID identifiers, expiration date verification, full certificate validation and revocation checking for smart cards, and TSA Canceled Card List checks for TWIC credentials. Additional features include Be On the Lookout (BOLO) alert processing, geofencing capabilities with location perimeter alerts, activity reporting on ID scan types and matches, ad hoc reporting for investigative purposes, and training materials. Fortior Solutions provides customer support during regular business hours Monday through Friday and coordinates phased implementation schedules with government customers. Government customers retain sole responsibility for determining which individuals to scan, requiring ID presentation, offering alternative access methods, developing privacy notices, and making final access control decisions. Fortior Solutions retains all intellectual property rights and ownership of collected data, while government customers indemnify Fortior Solutions for claims arising from data collection, use, storage, or unauthorized disclosure.

Omnivee® Visitor Program by Fortior Solutions
Program Description
GSA Schedule Contract No. 47QTCA26D004L
The following is a description of the Omnivee® Visitor Program for orders placed by Government ordering activities (“Government Customers”) against General Services Administration Schedule Contract No. 47QTCA26D004L.
1. INTRODUCTION
1.1. The Omnivee Visitor Program (“Program”) by Fortior Solutions, LLC (“Supplier”) strengthens physical access control at Government Customer facilities/locations by providing security personnel with technology to rapidly scan and check individuals’ IDs just about anywhere IDs need to be checked – both at fixed entry points and “in the field” – at Government facilities and locations. The Program is an add-on to Supplier’s Omnivee® Vendor Program. ID scan results are nearly instantaneous, enabling security personnel to quickly and securely verify access of personnel, visitors, vendors, service providers and contractors who seek access to Government Customer facilities/locations. The Program’s mobile handheld computers electronically scan/read nearly any ID with a 1D, 2D, Smartcard or MRZ format including Common Access Cards (“CAC”), Retired Military and Military Dependent Identification Cards (Uniformed Services ID, or “USID”), Personal Identity Verification (“PIV”) Credentials, Personal Identity Verification-Interoperable (“PIV-I”) Credentials, U.S. State-Issued Enhanced Driver’s Licenses, and U.S. State-Issued Identification Cards, Canadian-Issued Identification Cards, Canadian Province-Issued Identification Cards, Passports, Passport Cards, Transportation Worker Identification Credentials (“TWIC”), U.S. Permanent Resident Cards, U.S. Alien Registration Cards, FAST IDs, Global Entry Cards, Nexus Cards, SENTRI Cards, Visas, and Crew Member Certificates. Scanned IDs can be read against the Government Customer’s local negative lists (e.g., no entry/barment lists), local positive lists (e.g., approved entry list, event list, VIP list, and guest list), no entry exception lists, and open access data sources.
1.2. A prerequisite to subscribing to the Program is the Government Customer’s purchase and maintenance of a separate subscription to Supplier’s Omnivee Vendor Program.
1.3. Services for the Program are provided through Supplier’s furnished Omnivee Vendor Program hardware, software, and associated equipment. All Omnivee Vendor Program hardware, software, and associated equipment are subject to the terms and conditions of the Omnivee Vendor Program.
2. PROGRAM SERVICES AND EQUIPMENT
2.1. Supplier provides the Government Customer with the following Program features and services:
2.1.1. Electronically scan/read any of the following ID types (as selected by the Government Customer during Program setup): CAC and USID cards, U.S. State-Issued Driver’s Licenses, U.S. Enhanced Driver’s Licenses, U.S. State-Issued Identification Cards, Canadian Province-Issued Driver’s Licenses, Canadian Province-Issued Identification Cards, Passports, Passport Cards, U.S. Permanent Resident Cards, U.S. Alien Registration Cards, FAST IDs, Global Entry Cards, Nexus Cards, SENTRI Cards, Visas, and Crew Member Certificates.
2.1.2. Electronically scan/read, authenticate and perform full certificate validation and revocation checking on all identity smart cards (e.g., PIV Credentials (including CACs), PIV-I credentials, and TWIC).
2.1.3. Electronically scan/read and validate TWICs against the Transportation Security Administration Canceled Card List.
2.1.4. Electronically check scanned IDs for expiration dates and formatted content.
2.1.5. Electronically verify REAL ID identifier on scanned/read REAL ID U.S. State- Issued Driver’s License and U.S. State-Issued Identification Cards.
2.1.6. Electronically check scanned IDs (except for TWICs) against up to two facility/location negative lists and up to two facility/location positive lists provided by the Government Customer. To check for matches, the data elements in the lists must be the same as the data elements of the ID being scanned.
2.1.7. Quickly process and display on the mobile handheld computers Be On the Lookout (BOLO) alerts provided by the Government Customer.
2.1.8. Electronically check scanned IDs against open access data sources selected by the Government Customer from Supplier’s menu of available open access data sources.
Availability and use of open access data sources is contingent upon their being publicly accessible, no-charge, and subject to no applicable use restrictions. Supplier does not use open access data sources that Supplier determines contain insufficient identifying elements.
2.1.9. Electronically check scanned IDs against a no entry exception list provided by the Government Customer. The list is a facility/location “visitor frequency/no entry alert” exception list, for frequent visitors (but not vendors, contractors or service providers) who otherwise would exceed the approved number of entries without being properly badged.
2.1.10. Availability of activity reports showing type of IDs scanned per facility/location, with totals; expired IDs by type of IDs, per facility/location; and matches to negative and positive lists by type of IDs.
2.1.11. Reasonable number of ad hoc reports upon written request, for investigative purposes.
2.1.12. Program software for the Government Customer’s use during the period of subscription, including software maintenance and any software upgrades as determined by Supplier in its sole discretion. The Program software supports features including scanning, electronic reading and list checks of IDs; and “geofencing” capabilities that enable setting location perimeters of Program mobile handheld computers and providing alerts if a mobile handheld computer goes out of its designated perimeter.
2.1.13. Training materials to enable the facility/location to use the program.
2.2. Supplier and the Government Customer will coordinate a mutually agreeable Program rollout and implementation schedule at each Government Customer facility/location. Program features may be phased in over time at each facility/location, with full operational status achieved by the final phase of implementation.
2.3. The Program is supported by Supplier’s Customer Service Center which is available during regular business hours Monday through Friday.
3. SCOPE OF PROGRAM USE
3.1. The Government Customer is solely responsible for determining (a) the individuals whose IDs the Government Customer scans, (b) whether the Government Customer will require individuals to present their ID for scanning, and (c) whether the Government Customer will offer individuals any non-Program alternative(s) for accessing the facility/location.
4. PROCEDURES, NOTICE TO INDIVIDUALS
4.1. This Program is not directed at the population of vendors and other personnel who are eligible to participate in the Omnivee Vendor Program. Accordingly, Guard/Sentry personnel will continue to scan Omnivee Vendor credentials pursuant to Omnivee Vendor Program requirements.
The Government Customer will ensure that its participating facilities/installations maintain adequate access control policies, standard operating procedures to preclude vendor personnel from avoiding participation in the Omnivee Vendor Program in favor of seeking facility/location entry through an Omnivee Visitor scan of their Driver’s License or other ID.
4.2. The Government Customer is solely responsible for developing, disseminating and enforcing any and all notices to individuals about the Program, including any and all privacy notices, and is solely responsible for compliance with any statutory, regulatory or other legal notice requirements.
Upon the written request of the Government Customer, Supplier may provide the Government Customer with reasonable marketing assistance, upon such terms as are mutually agreed upon in writing between the parties.
5. USE OF PROGRAM SERVICES
5.1. Supplier’s services are provided as a tool for the Government Customer to enhance security and physical access control. ID scan results do not guarantee that an individual is or is not safe, reliable or trustworthy or that the individual will or will not commit a crime or engage in other harmful or bad acts.
5.2. The Government Customer is solely responsible for (a) determining what action, if any, it takes in response to ID scan results, and (b) implementing any such action. Supplier shall not be liable therefor.
5.3. The Government Customer is solely responsible for receiving, processing and resolving any response, challenge, complaint, claim or other action made or taken by any individual in response to the Government Customer’s use of the Program including the Government Customer’s decisions or actions that are based in whole or in part upon an ID scan result. Any adjudication or other appeal procedures for individuals is the sole responsibility of the Government Customer.
5.4. Regardless of the results of an ID scan, the Government Customer at all times maintains the sole right and responsibility for determining individuals’ eligibility to enter or have access to the Government Customer’s facility/location, to make entry/access decisions, and to take any security precautions it deems necessary or appropriate.
6. DATA
6.1. The Government Customer is solely responsible for the currency, accuracy, completeness and reliability of the data it furnishes to supplier for Supplier’s use. The Government Customer must have lawfully obtained the data and must possess the legal authority to furnish the data to Supplier. Supplier shall not be liable therefor.
6.2. Supplier will update its repository of any open access data source data that it uses in the performance of Program services at least once per month. However, Supplier does not control and cannot guarantee the currency, accuracy, completeness or reliability of such data, and Supplier shall not be liable therefor.
6.3. Supplier maintains all rights of ownership and control of individual data that Supplier collects or generates in connection with the Program. Such data may be stored on media under the control of Supplier. The Government Customer’s facility/location personnel (including any contracted guards) are responsible for safeguarding data storage Program equipment.
6.4. The Government Customer and Supplier both are responsible for maintaining privacy safeguards in their respective collection, use, storage and destruction of individual data.
6.5. The Government Customer will not have physical or logical access to Supplier’s Program information system or to any other Supplier database(s) and will not receive or have other access to individual data collected or generated by Supplier except (a) list data provided by the Government Customer to Supplier, (b) as stated in Section 2.1.10 (activity reporting) and 2.1.11 (ad hoc reports), and (c) limited data momentarily displayed on and securely temporarily cached in Supplier’s mobile handheld computers that are used by the Government Customer. The Government Customer and Supplier may use third-party software, services or other technology for the purpose of securely transferring and exchanging individual data. Neither the Government Customer nor Supplier shall be liable to one another or to third parties in connection with or relating in any way to the reliability, integrity or data/information security of such technology.
6.6. The Government Customer will indemnify, defend and hold harmless Supplier against any claims, demands, or causes of action arising from or related to the Government Customer’s collection, use, storage or unauthorized disclosure of individual data.

The Government Customer’s use of the Program Software is limited solely to the purpose of utilizing the Program features and services provided by Supplier. The Government Customer may use Supplier’s Program software only on hardware provided by Supplier and on no other hardware, without Supplier’s advance written consent. The Government Customer may not (a) sell, transfer or sublicense the software; (b) take any action that would cause the loss or abandonment of Supplier’s proprietary rights in the software; (c) disclose or make the software available to any person or entity; (d) copy, reproduce, modify, make derivative works, alter, translate, reverse-compile or decompile, disassemble or otherwise reverse engineer the software; (e) alter, remove, or obscure any copyright notices or other proprietary notices on or in the software;
