About this opportunity
The U.S. Geological Survey Office of Acquisitions and Grants is soliciting quotations for on-site service, maintenance, and software support for two Perkin Elmer Optima 8300 DV Inductively Coupled Plasma - Optical Emission Spectra (ICP-OES) instruments and associated Cetac equipment at the National Water Quality Lab in Denver, Colorado. The procurement includes full maintenance, repair services, travel costs, software and firmware upgrades, and preventive maintenance for these scientific instruments that analyze thousands of water quality samples annually. The government will evaluate offers based on three equally important factors: experience of proposed personnel, ability to meet project timelines, and past performance, with technical merit being significantly more important than price in the award determination. Questions regarding the solicitation must be submitted by October 8, 2025 at 11:00 AM EDT, and all quotations are due by October 20, 2025 at 11:00 AM EDT. Electronic quotes must be submitted via email to sdoutt@usgs.gov under RFQ Number 140G0225Q0140.
This solicitation is conducted under full and open competition with no small business set-aside designation, falling under NAICS code 811210 with a size standard of $34 million. The contract structure will be a firm-fixed-price purchase order featuring a base performance period from November 1, 2025 to October 31, 2026, with two additional option years extending through October 31, 2028, creating a potential three-year total contract duration. The statement of work specifies that all services must be performed on-site at the National Water Quality Lab facility in Denver, Colorado, with delivery terms set as FOB Destination. No incumbent contractor or potential award values are specified in the available documentation. The procurement follows Federal Acquisition Regulation Part 12 procedures for commercial items in conjunction with Part 13 Simplified Acquisition Procedures.
