About this opportunity
The Department of Homeland Security's Immigration and Customs Enforcement (ICE) Office of Acquisition is seeking businesses capable of providing Adobe Form Design and Development Services through a Request for Information (RFI). The primary objectives include creating and revising electronic forms using Adobe LiveCycle ES4 and Adobe Experience Manager (AEM) Desktop Designer, with specific requirements to ensure forms meet DHS standards, implement strong encryption, enable e-Reader functionality, and maintain Section 508 compliance. The RFI targets vendors with expertise in electronic form design, supporting the ICE Forms Management Office's mission-critical activities. Responses must be submitted exclusively through Microsoft Forms by February 5, 2025, with all submission costs borne by the responding parties. It is critical to note that the government will not compensate respondents for information provided, and all submissions will become government property.
The pre-solicitation notice does not specify a specific set-aside designation, indicating the opportunity is open to a broad range of qualified vendors in the "Other Computer Related Services" NAICS category (541519). No incumbent contractors are explicitly named in the documentation, and specific award values or budget ranges are not disclosed in the current RFI. The scope appears to be ongoing form design and development services for ICE, with potential for a long-term contract supporting the agency's electronic forms management needs. The provided sample forms, including confidential transaction receipts and other administrative documents, suggest a complex and specialized requirement for precise, secure electronic form design. While the exact contract duration is not specified, the comprehensive statement of work implies a substantial, potentially multi-year engagement for the selected vendor.
