About this opportunity

The National Institute of Standards and Technology (NIST), a civilian agency within the Department of Commerce, seeks quotation for one Intensive Charge Coupled Device (ICCD) camera with shipping included, with quotations due June 26, 2026. The procurement is unrestricted, conducted under FAR Part 12 for commercial items on a Lowest Price Technically Acceptable (LPTA) basis.

Place of performance is Boulder, Colorado. The camera must support ultra-high-speed, low-light, single-photon coincidence counting for quantum imaging applications, specifically entanglement-based indirect imaging. Technical specifications include single-photon detection sensitivity from 400 to 900 nanometers with quantum efficiency exceeding 10% at 810 nanometers; minimum 1024 × 1024 pixel array with pixel sizes under 5 microns; shutter gate times of 200 picoseconds or shorter with timing jitter of 10 picoseconds or less; adjustable shutter delay from 0 to at least 10 seconds with 10-picosecond resolution; shutter opening and closing times under 30 picoseconds; minimum 10 MHz shutter repetition rate; 32-bit or higher digital dynamic range; burst mode capability at 2 MHz or higher or external trigger mode at 5 MHz or higher; real-time signal integration into 30-bit or higher memory buffer; TTL-level external pulse synchronization; trigger master functionality; collection lens with greater than 95% efficiency; high-speed USB interface without separate frame grabber; Gigabit ethernet memory transfer; and software supporting full-frame and user-defined region-of-interest binning. Delivery is required within 26 weeks after receipt of order, with government acceptance within 7 business days. Quotations must include firm-fixed pricing covering all shipping and delivery fees, Net 30 payment terms, technical documentation demonstrating compliance, country of origin information, and applicable tariffs. All quoters must maintain active SAM registration with completed Representations and Certifications for NAICS 334516 and provide equipment manufacturer authorization if applicable. Quotations must remain valid for 120 days from the due date. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing, with PSC 6640, Laboratory Equipment and Supplies. Evaluation will assess technical capability on an Acceptable/Unacceptable basis and price for reasonableness.
