About this opportunity
The Defense Logistics Agency seeks an Industrial Market Capacity Assessment report for specified items under the IBex (Industrial Base Extension) program, with quotations due July 22 at 12:00 PM EST. This is an unrestricted procurement with a firm-fixed-price delivery order structure and an estimated value of $20 million.
Place of performance is Philadelphia, PA 19111. The contractor must deliver a Project Management Plan and kick-off meeting discussion, then a final ICS report within 45 days of award, with mandatory revisions within 7 days if discrepancies are identified. The assessment covers two product categories: sandbags (six National Stock Numbers covering olive poly, tan poly, and cotton duck variants in 26x14 and 20x14 sizes) and nylon thread (approximately 124 National Item Identification Numbers).
The ICS report must analyze domestic and global industrial base capacity, including vendor pool identification and manufacturing locations, sub-tier supplier mapping (Tier 1–3), raw material critical suppliers, regulatory and legal compliance risks including Berry Amendment and Trade Agreements Act obligations, foreign source supply disruption concerns, trade information review, economic importance and labor pool assessment, distribution and warehousing challenges, employment trends, vendor excess material storage, and vendor financial resources. All analysis must rely on publicly available information and offeror-leased commercial intelligence platforms; DLA will not provide government system access.
The NAICS code is 541614, Process, Physical Distribution, and Logistics Consulting Services; PSC is B599. Small business size standard is $20 million. Evaluation uses tradeoff procedures weighting Technical Capability and Project Management significantly above Past Performance, which is weighted above price. Offerors must submit one to three past performance examples from within three years of solicitation issuance; those without relevant experience receive neutral ratings. DLA reserves the right to verify the contractor's work product and market intelligence capabilities through facility access during normal business hours or in conjunction with military exercises.
Notice text
IBex was developed to support military operations in remote or hostile environments where little or no commercial capability information is known or exists. Bolstering DLA’s ability to rapidly respond to shifting worldwide events, IBex’s strategic partnerships with industry experts allows government planners to leverage the expertise of the commercial sector, and to gain access to those commercial capabilities if required. Moreover, through IBex’s partnerships with industry and its market intelligence work products, the program provides industrial base awareness over assets that can be utilized during a contingency or national emergency. DLA will provide the NSN(s), PGC(s), part number(s), and/or description after the award.
