About this file

This document is an Amendment of Solicitation (Amendment 0001) issued by the Defense Logistics Agency (DLA) Contracting Services Office Philadelphia (DCSO-P) for solicitation SP4701-26-Q-0148, with an effective date of 30 June 2026. The amendment updates the Statement of Work and removes all references to the previous Statement of Work. Contractor signature is required, with one copy to be returned to the issuing office at 700 Robbins Avenue, Philadelphia, PA 19111.

The underlying solicitation requires an Industrial Market Capacity Assessment (ICA) report for two product categories: sandbags (six National Stock Numbers covering olive poly, tan poly, and cotton duck variants in 26x14 and 20x14 sizes) and nylon thread (approximately 124 National Item Identification Numbers). The contractor must deliver a Project Management Plan and Kick-Off Meeting discussion within the performance period, followed by a Final Report completed within 45 days of award, with mandatory revisions within 7 days if discrepancies are identified. The ICA report must assess domestic and global industrial base capacity, including vendor pool identification and manufacturing locations, sub-tier supplier mapping (Tier 1-3), raw material critical suppliers, regulatory and legal compliance risks (Berry Amendment and Trade Agreements Act), foreign source supply disruption concerns, trade information review, economic importance and labor pool analysis, distribution and warehousing challenges, economic and employment trends, vendor excess material storage practices, and vendor financial resources. All analysis must rely on publicly available information and offeror-leased commercial intelligence platforms, with no government system access provided. Evaluation uses tradeoff procedures prioritizing Technical Capability and Project Management significantly above Past Performance, which is weighted above price; offerors must submit one to three past performance examples from within three years of issuance, with neutral ratings assigned to those without relevant experience.

Industrial Base Extension (IBex) Program

700 ROBBINS AVENUE

PHILADELPHIA, PENNSYLVANIA 19111-5092

30 June 2026

Industrial Market Capacity Assessment SOW IBex was developed to support military operations in remote or hostile environments where little or no commercial capability information is known or exists. Bolstering DLA’s ability to rapidly respond to shifting worldwide events, IBex’s strategic partnerships with industry experts allows government planners to leverage the expertise of the commercial sector, and to gain access to those commercial capabilities if required. Moreover, through IBex’s partnerships with industry and its market intelligence work products, the program provides industrial base awareness over assets that can be utilized during a contingency or national emergency.

Statement of Work In accordance with the Independent Government Cost Estimate, the following information is required:

1. Item Identification: Introduction to item(s) being studied, to include past and current usage, unique attributes, and commercial availability.

2. Industrial Base Overview: An assessment of the domestic and global industrial base's capacity for a specific item or commodity.

o Vendor Pool and Manufacturing Locations: Identify the vendor pool and determine manufacturing locations for the identified vendors. Assess their capacity and availability to procure the designated items, their key components, and the raw materials supporting these items domestically. Highlight the locations for sources of supply, discussing where the item is commercially manufactured, if it is readily available domestically, or if it is primarily manufactured in countries identified as posing supply chain risks by public government advisories. Explicitly cite commercial databases, open-source intelligence, and market research reports utilized for this identification.

o Sub-Tier Supplier Mapping: Where sub-tier suppliers can be identified through commercial intelligence platforms, supply chain mapping services, or verifiable public records, identify and visually map Tier 1, Tier 2, and Tier 3 suppliers illustrating the tiered supplier relationships for each designated item providing the commercial tools and methodologies used to trace these sub-tier relationships.

o Raw Material Critical Suppliers: For identified raw material critical suppliers, include supplier names, the material or technology supported, and supplier contact information (where publicly available or discoverable via commercial intelligence databases). For agricultural raw materials, include risks such as crop yields, seasonal volatility, and agricultural diseases, citing reputable agricultural and meteorological industry reports.

o Regulatory and Legal Compliance Risks: Discuss any risk associated with Berry Amendment restrictions or the Trade Agreements Act, if this item typically must be made in the US to meet FAR requirements, or if a Domestic Non-Availability Determination (DNAD) is frequently required for contracting additional sources of supply outside the US. This discussion shall be based on research of public law, trade regulations, commercial compliance trends, and analysis of manufacturing origin data from commercial sources.

o Foreign Source Supply Disruption Concerns: For foreign sources of supply at the prime or sub-tier levels, outline potential supply disruption concerns relating to the regulatory and geopolitical environment. This analysis shall leverage publicly available geopolitical risk assessments, regulatory databases, and international trade analyses.

o Trade Information Review: Review trade information between the locations where material is available or produced and the US at the prime and sub-tier levels. This review shall utilize publicly accessible import/export statistics, commercial trade databases, and economic reports.

o Economic Importance and Labor Pool: At the prime and sub-tier suppliers’ level, review the economic importance of raw material, associated job growth or opportunities within that industry, and the available labor pool to support extraction, production, or refinement of material. This analysis must be based on publicly available economic indicators, labor statistics, and industry reports.

o Distribution and Warehousing Challenges: Discuss overall distribution and warehousing challenges to include cold chain challenges that limit material availability and how underdeveloped or constrained supply routes reduce the flow of material to prime vendors. This assessment utilizes commercially available logistics data, freight analytics, geographic information systems (GIS) data, and industry reports on distribution infrastructure.

o Economic and Employment Trends: Discuss any current employment and unemployment trends for the country, state, and/or region where the item is manufactured. Determine if there are any inflation or pricing trends affecting the availability of the item and what are the productivity trends relating to the item being made. All such analysis must be based solely on publicly available economic reports, market data, and labor statistics from reputable commercial or governmental sources.

o Vendor Excess Material Storage: Determine if and at what level vendors typically store excess material in owned or outside warehouses. This shall be derived from commercially available warehousing data, industry reports, and publicly available company information where discernible.

o Vendor Financial Resources: For public companies or companies with open-source financial information available, determine if a vendor has adequate financial resources, or access to them, to acquire needed facilities, equipment, materials, etc., necessary for successful completion of a specific contract as well as any existing contract backlog. This financial assessment must be conducted using publicly available financial statements, credit ratings, commercial financial analysis tools, and industry reports.

Deliverables:

1. Project Management Plan & Kick-Off Meeting: A discussion outlining approach to gathering data plus confirming the schedule and understanding of the requirements.

2. Final Report: The final, refined version of the ICA report incorporating all feedback generated during the report writing process.

a. The final report will be completed and sent to the IBex PM within 45 days of award.

b. If a discrepancy or an issue is identified in the final report and corrective action is needed, a revised copy is required to be provided to the IBex PM within 7 days after final report submission.

All analysis and data collection by the Offeror shall primarily rely on publicly available information and Offeror-leased commercial intelligence platforms and data subscriptions. DLA will not provide access to government systems or databases for this award.

Offeror Instructions This report will be evaluated in accordance with Tradeoff evaluation procedures, i.e., using “tradeoff” procedures between non-price, past performance, and price factors. The technical and project management factors are considered significantly more important than past performance, and past performance is considered more important than price. An overall roll-up rating will be assigned to the Non-Price factors, with each factor’s assigned overall roll-up rating supported in narrative by the Evaluation Team’s report. The Government may consider awards to other than the lowest priced offerors or other than the highest technically rated offerors.

Vendors will be rated on the following:

• Technical Capability:

o RFQ/SOW Acceptance: Vendor must explicitly accept all terms and conditions of the SOW.

o Data Gathering Techniques: The vendor must outline the process they will use to methodically gather data; acceptable sources can be either primary or secondary, but primary data sources are preferred.

• Project Management:

o Customer Service: The vendor will describe how they will resolve any issues the customers or the IBex PM has with the report.

o Risk Management Plan: For vendors that plan on using sub-contractors to gather the data or write a portion of the report, the vendors must detail their subcontractor and vendor management plan.

o Quality Assurance: The vendor must describe control standards that will be in place so that all categories in the SOW are fully described as well as any process they have to ensure proper grammar and formatting throughout the report.

• Past Performance:

o Past Performance: Includes the vendor’s history in providing market research reports for similar requirements and the level of success at which the vendor performed on previous contracts.

For each Technical Capacity and Project Management factor, describe in detail your approach to develop the specified deliverables and perform each task in the SOW. The offeror must provide evidence demonstrating a clear understanding of the scope and complexity of the requirements set forth in the SOW. The approach offered must be well-defined and logical and include the methodologies and processes that can successfully meet DLA objectives and mitigate risk.

For the Past Performance factor, the Government will consider the offeror’s past performance/experience under U.S. Government contracts within 3 years of the issuance date of this RFQ. Any contracts/projects submitted in reference to past performance that are outside of the 3-year recency period will not be considered for evaluation. Offerors shall submit at least one past performance example, but not more than three examples. The offeror shall provide the customer’s POC information as part of the offer.

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably on past performance and will receive a Neutral rating.

The government reserves the right to verify the offeror’s market intelligence work products.

Verification may include any methodology that can validate the offeror’s capability. Testing will require the offeror to permit government personnel access to records, systems data, and facilities to verify information. Access will only be needed during normal business hours, though it may also be performed in conjunction with actual military exercises.
