About this opportunity
The United States Air Force Research Laboratory Aerospace Systems Directorate has issued a Special Notice announcing its intent to award a sole-source, firm-fixed-price contract to Trilion Engineering Services for software maintenance and support services. The contract, valued under the $47 million size standard for NAICS code 513120, pertains to the Aramis Digital Image Correlation (ADIC) system and includes Trilion Silver Software Support along with system hardware upgrades. The performance period is scheduled from September 1, 2025, through August 31, 2026, with the order expected to be issued on or about July 4, 2025. The procurement falls under PSC code 7A21 for IT and telecommunications business application software. Despite the sole-source intent, the government has opened the opportunity for other responsible sources to submit capability statements or proposals.
The primary objective of this Special Notice is to determine whether the procurement should remain sole-source or be converted to a competitive procurement, potentially including a small business set-aside. Interested contractors must submit responses within six days of the notice issuance, with a firm deadline of July 4, 2025, at 12:00 PM EST to Ja'Quan Dangerfield at the specified email address. All responses are limited to 10 pages in Microsoft Word format and must include specific contractor information such as points of contact, business size classification, socioeconomic status, and CAGE Code or DUNS Number. Contractors must demonstrate how their products meet the specified characteristics for the ADIC system compatibility requirements. The government retains full discretion to proceed with the sole-source award or transition to competitive procurement based on the responses received, and if converted to a small business set-aside, FAR 52.219-14 limitations on subcontracting will apply.
