About this opportunity

NASA Johnson Space Center seeks hypobaric chamber testing facilities capable of performing decompression sickness (DCS) pilot studies, with proposals due October 1, 2026 and questions due September 8, 2026 at 9:00 AM CST. This is an unrestricted commercial RFQ under FAR Part 12 with solicitation number 80JSC026Q0006, issued as a combined synopsis/solicitation. The Government reserves the right to make multiple awards.

Place of performance is Houston, Texas. The base work (CLIN 0001) requires three test days with a minimum of two subjects per day, each test lasting approximately 13 hours. Testing includes a 6.5-hour 100% oxygen prebreathe followed by a 6-hour extravehicular activity (EVA) simulation at 5.2 psia with eight workstations involving ambulation, technical tasks, load carrying, arm ergometry, and ultrasound cardiac monitoring. Contractors must recruit and screen subjects to astronaut-corps demographic standards, including medical examinations and VO2 peak oxygen consumption testing (minimum requirement: greater than 27.5 ml/kg/min). Medical monitoring must include ultrasound imaging for venous gas emboli detection, symptom logging, and DCS assessment per NASA JPR 1800.3 E criteria. Data delivery is required electronically within five months of IRB approval, with ultrasound images independently scored by three blinded reviewers. NASA will provide loaner equipment and training, monitor at least one chamber run in real-time, and conduct a final technical interchange meeting.

The base contract period runs September 1, 2026 through September 30, 2027, with six optional CLINs extending through September 30, 2029 covering a fourth test day, break-in prebreathe, elevated metabolic rate testing, pharmaceutical-enhanced prebreathe, and body temperature monitoring. All pricing is firm fixed price and severable. The contractor bears transportation costs under FOB Destination. NAICS code 541714 applies; small business size standard is 1000 employees. Offerors must state their size status. Payment flows through NASA Shared Services Center at Stennis Space Center, Mississippi via electronic funds transfer.

Evaluation uses a trade-off methodology with three factors in descending order of importance: Technical Acceptability (including Schedule as Subfactor 1A), Past Performance, and Price. Technical Acceptability and Past Performance combined are significantly more important than Price. Technical Acceptability receives adjectival ratings of Outstanding, Acceptable, or Unacceptable; Past Performance receives Acceptable, Neutral, or Unacceptable. Quoters must document team qualifications in multi-day chamber operations with human subjects, physiology and cognitive measures, equipment management, medical oversight, and subject recruitment. Documentation of past performance on similar projects is required. Quotes must remain valid for a minimum of 90 days from submission.

Foreign entities need not register in SAM.gov before proposal submission but must complete registration before contract award per FAR 52.204-7. Amendment 003 extended the close date from September 10 to October 1, 2026. Amendment 004 updated Attachment E (Questions and Answers, revised September 3). Amendment 005 updated Attachment E again (revised September 15, 2026). Contracting officer is Katelyn Jaime; contract specialist is Tracy Lynn Quintanilla (tracy.l.quintanilla@nasa.gov).
