About this file

This document is Attachment D of a Request for Quotation (RFQ) from NASA, dated July 15, 2026, outlining additional submission criteria for quoters responding to a chamber research requirement.

Quoters must document their team's qualifications to perform multi-disciplinary chamber research, including expertise in multi-day chamber operations with human subjects, physiology and cognitive measures, equipment management with remote troubleshooting capabilities, medical oversight and treatment for extended studies, and subject recruitment. Evaluation will consider relevant publication history, recent accomplishments, and supporting materials such as NIH-style biographical sketches or curricula vitae for key team members. Quoters must identify potential schedule risks including ethics board approvals, chamber availability conflicts with other projects, and procurement timelines for required hardware. Documentation of past performance on similar projects is required, specifically addressing chamber research, multi-day testing with continuous habitation, multi-disciplinary concurrent data collection in multiple subjects, subject throughput, and continuous medical monitoring capabilities. Pricing submissions must use the attached Attachment C pricing template and include one consolidated price quotation plus a detailed breakdown by base project year and option execution schedule. The quote must remain valid for a minimum of 90 days from submission.

Attachment D – Additional Submission Criteria Dated 07/15/2026

1. Quoters shall document the team’s qualifications to perform the requested work, and will be evaluated on expertise (e.g., multi-disciplinary chamber research, multi-day chamber operation with human subjects, physiology/cognitive measures, equipment including remote handling of equipment malfunctions, medical oversight/treatment for multi-day studies, and subject recruitment), relevant publication history, recent relevant accomplishments, and other relevant information provided by the quoter team (e.g., NIH-style biographical sketch or curriculum vitae for key team members).

2. Quoters shall document potential risks to the submitted schedule (e.g., ethics board approvals, availability of the chamber due to other projects, procurement of required hardware).

3. Quoters shall submit documentation detailing past performance of projects of a similar nature (e.g., chamber research), scope (e.g., multi-day testing with continuous habitation), and/or complexity to the effort described in this RFQ (e.g., multi-disciplinary data collection in multiple subjects concurrently, throughput of multiple subjects, continuous medical monitoring during multi-day studies and available treatment).

4. Quoters shall submit one price quotation for the execution of this requirement using the template attached to this RFQ labeled Attachment C – Pricing Sheet. Quoters also shall submit a detailed pricing sheet broken out by the base project by year and schedule to complete the execution of the options, if exercised by NASA.
